“They can work day and night without requiring rest or vacations and Tet bonuses...”, workers at An Phat Xanh Plastic Joint Stock Company (An Phat Group) describe their new “colleagues” as robots, smart machines that are increasingly appearing in their factories. Not to lose their jobs to robots, many An Phat Xanh workers have registered to improve their skills at the company’s Vocational Education Center. After these classes, workers can confidently control and use their new “colleagues” to increase productivity and work quality.

Robot factories managed and controlled by highly skilled, technologically savvy workers will increasingly appear. Workers with limited qualifications and skills are likely to lose their jobs due to advances in automated production lines, machinery, and corporate restructuring.

Faced with these challenges, former Head of the Economic - Budget Committee of the Provincial People's Council Hoang Van Bao said: "Recognizing and correctly assessing the current state of human resources will help Hai Duong move in the right direction in socio-economic development, especially when the provincial planning has been issued."

Hai Duong's labor force is large but not strong. Mr. Bao commented that and said that improving vocational skills, labor productivity and increasing the number of trained workers are very necessary. This is the "key" to help Hai Duong gain the position of a modern industrial province, a dynamic industrial center of the Red River Delta, with a large economic scale in the country by 2030. "Hai Duong's labor force has a tradition of being industrious, hard-working, eager to learn and constantly improving. I believe they will become an important driving force for the province to achieve big goals in the future," Mr. Bao commented.

Along with the whole country, Hai Duong is entering the “golden population” period. The number of people of working age (15-64 years old) is twice as high as the number of dependents. The abundant working age population allows Hai Duong to have a competitive advantage in terms of labor force compared to many neighboring provinces and cities. However, abundant human resources are not enough; good skills and expertise are needed to truly help Hai Duong businesses recover and grow rapidly in the coming time.

According to the Department of Labor, War Invalids and Social Affairs, the rate of trained workers with certificates in Hai Duong increased from 19.1% in 2016 to 24.8% in 2020 and reached 32.5% in 2023. The average growth rate of social labor productivity in the period 2016-2020 was 7.7%. Compared to the development requirements of the economy, especially foreign-invested enterprises in Hai Duong, these indicators are still low.

Recognizing the opportunities and challenges for human resources in the fourth industrial revolution and the strong digital transformation trend, Hai Duong has promptly issued the Project "Developing human resources to meet production and business requirements, contributing to building Hai Duong into a modern industrial province by 2030". The provincial planning also clearly identifies one of the three foundations to carry out the key and breakthrough tasks in the coming time as "Culture and people of the East - developing high-quality human resources - healthy life and cultural environment".

Open up opportunities

In 2023, Hai Duong's foreign investment attraction reached 1.136 billion USD, more than 3 times higher than the previous year, the highest in the past 10 years. Domestic investment attraction also achieved positive results with 11,675 billion VND, an increase of 5.6 times compared to 2022. Thus, Hai Duong continues to be a "fertile land" in attracting investment. Job opportunities for Hai Duong workers are always open.

Director of the Department of Planning and Investment Le Hong Dien said that according to the provincial planning, in the coming time, Hai Duong will focus on developing high-tech industry and supporting industry, aiming to build the province into a dynamic industrial zone for the Red River Delta. Agriculture will also develop in the direction of concentrated goods, combining the application of high technology and organic agriculture, creating sustainability for economic development... Hai Duong's labor force must change and keep up with the trend of attracting investment and development. "When businesses come to Hai Duong as eagles, bringing modern production technology, the labor force cannot be left behind," Mr. Le Hong Dien emphasized.

Opportunities for high-quality workers in Hai Duong are also expanding in the international market. According to the forecast of the European Statistical Office, in 2024 and the following years, the "old continent" will continue to have a serious shortage of human resources. The situation of employers needing workers and waiting for workers here will open up great opportunities for immigrant workers, including Hai Duong workers.

Improving vocational skills through training and increasing labor productivity is also a way for Hai Duong to use human resources in the right direction. What to do to conquer the G20?

Hai Duong aims to attract 50-55% of high school students to the vocational education system by 2030; have 2-3 vocational education institutions reaching the level of the group of countries with large economies (G20)...

The G20 consists of 20 countries with large economies. These countries represent 85% of the world's economy and 2/3 of the world's population. In human resource training, Hai Duong sets the highest goal so that workers can meet the requirements of these countries. The following dedicated ideas can help Hai Duong open the door to international integration in improving the quality and competitiveness of human resources.

Human resources is one of the three foundations stated in the Hai Duong province planning recently issued by the Prime Minister.

The Resolution of the 13th National Party Congress clearly oriented "Promoting the development of human resources, especially high-quality human resources, to meet the requirements of the fourth industrial revolution and international integration. Developing a team of leading experts and scientists; focusing on technical human resources, digital human resources, and technology management human resources"... In November 2023, the Government approved the National Program on increasing labor productivity by 2030. Improving the quality of human resources is also one of the three breakthroughs for Hai Duong to basically become an industrial province by 2025 and become an industrial province in the direction of modernization by 2030 in the spirit of the Resolution of the 17th Provincial Party Congress.

Therefore, it can be seen that human resource development plays an important role in promoting sustainable socio-economic development; meeting the requirements of the fourth industrial revolution and aiming for quality human resources comparable to developed countries such as the G20.

In order to have high-quality human resources that meet regional and international standards in the process of implementing programs and projects related to human resource development, in the coming time, Hai Duong needs to closely follow the development trends of the labor market; proactively change the training methods of vocational schools and universities in the province. Schools should closely cooperate and train according to business orders, considering the needs of businesses as the training trend in the coming time. The connection between the State, schools and businesses in human resource development needs to be promoted, associated with the development of dynamic industrial zones in accordance with the orientation of developing green businesses and digital businesses. We need to promote the values ​​and identity of the Eastern people for the future development of the province.

Developing high-quality human resources is always a top priority of the Party and the State. High-quality human resources play a decisive role in increasing labor productivity, national competitiveness and ensuring rapid, inclusive, effective and sustainable development, contributing to making the country a developed, high-income country by 2045.

Vietnamese workers with diplomas and certificates currently account for about 27.2% of the total workforce. In Hai Duong, this rate is higher but compared to many countries in the region, especially developed countries, this rate is still modest. Vietnamese workers in general are still limited in skills, especially soft skills and the ability to adapt to change.

Based on international experience in developing labor skills, I believe that Vietnamese workers in general and Hai Duong workers in particular who want to improve their qualifications, especially to approach countries with developed economies such as G20, need to prepare themselves with the necessary skills. Workers need to actively self-study, self-train, seek to update new knowledge about technology, actively participate in training and retraining courses to supplement and improve their vocational skills, meet job requirements, thereby gradually increasing work productivity.

Rapidly increase the rate of trained workers with certificates

In 2023, the rate of trained workers with certificates in Hai Duong will reach 32.5%, an increase of 1.8% compared to the previous year. This is the premise for Hai Duong to continue building quality human resources, especially approaching the G20 countries. This year is the year of accelerating the implementation of the Resolution of the 17th Provincial Party Congress, so it is necessary to quickly and effectively implement the project's objectives, including increasing the rate of trained workers with certificates.

To achieve that goal, the Department of Labor, War Invalids and Social Affairs strengthens propaganda work, raises awareness of Party committees, authorities at all levels, sectors and the whole society on human resource development in the new situation; advises the province to arrange and consolidate the network of vocational education institutions to effectively implement innovation, development and improvement of the quality of vocational education by 2030, with a vision to 2045 as required in Directive No. 21-CT/TW dated May 4, 2023 of the Secretariat.

Labor productivity creates advantage

Of the total 8 training majors of Hai Duong Vocational College, there are currently 4 international-level majors including mechatronics, industrial electricity, metal cutting and industrial electronics. The school has built a standard training program, invested in and received modern and advanced experimental and practical equipment from the UK, USA, Denmark, Germany, etc. for teachers and students to practice.

However, in order for Hai Duong's human resources to meet international standards and integration requirements, Vocational Colleges in particular and vocational training institutions in Hai Duong in general need to pay attention to research and focus on training in occupations that tend to employ highly skilled workers. Continue to invest in modern equipment so that students can approach reality without feeling bewildered or backward when they graduate and start working in businesses.

Teachers, who directly guide and instruct, need to help students develop a professional working style, ensure occupational safety, develop good vocational skills, and skillfully use machinery and equipment at the enterprise.

Vocational education must proactively innovate, be proactive, take the lead, and improve training quality to meet the development requirements of the province and the country.
