Born and raised in a land with a rich history, culture, patriotism and revolutionary traditions, comrade Dao Duy Tung early nurtured in himself a patriotic ideology and a will to make a revolution.
He made many outstanding contributions to the revolution in many fields, especially in the Party's ideological and theoretical work. As a senior leader of the Party, who grew up from the grassroots mass movement, he always maintained the qualities of a staunch communist soldier.
During the pre-uprising period, he participated in leading the Viet Minh movement in the commune from April 1945. During the August General Uprising in 1945, he participated in leading the people to seize power in the locality, build a revolutionary government and mass political-social organizations in the communes in the district. In September 1945, he was admitted to the Indochinese Communist Party and at the end of 1945, when the Co Loa Commune Party Cell was established, he was assigned as the Commune Party Cell Secretary. Then, from 1946 to 1980, he held the following positions: Standing member of the District Party Committee, Chairman of the Viet Minh of Kim Anh District, Phuc Yen Province; Member of the Provincial Party Committee and Secretary of the Kim Anh District Party Committee, then assigned to be in charge of the Propaganda Department of the Phuc Yen Provincial Party Committee; Standing member of the Provincial Party Committee, Chairman of the Viet Minh of Phuc Yen Province; Deputy Secretary of the Phuc Yen Provincial Party Committee; Standing member of the Cao Bang Provincial Party Committee; Deputy Secretary of the Cao Bang Provincial Party Committee; Deputy Head of Department, Head of Training Department; Deputy Head of Central Party Propaganda Department and Editor-in-Chief of Learning Magazine (now Communist Magazine); Head of Central Propaganda Department.
At the 4th National Party Congress (December 1976), he was elected as an alternate member of the Party Central Committee. In November 1980, he was the Director of the Institute of Marxism-Leninism. In November 1981, he was elected as an official member of the Party Central Committee. At the 5th, 6th and 7th National Party Congresses, he was elected to the Party Central Committee and elected as a member of the Politburo (May 1988).
For many years in his position as a member of the Politburo, Secretary of the Party Central Committee, Head of the Central Propaganda Department, he focused on leading and directing theoretical research activities, summarizing practices, and building scientific arguments to contribute to the formation of the Party's Platform and guidelines; creatively applying and developing Marxism-Leninism in accordance with the reality of the Vietnamese revolution. His books of profound theoretical value such as: "The revolutionary and scientific nature of our Party", "Some issues of the Party's ideological work", "The Party's leadership in the economic field"... demonstrated correct, scientific, and creative thinking in understanding Marxism-Leninism in new conditions. Entering the period of innovation and throughout the years the country carried out the innovation process, he and a group of leaders and scientists deeply researched practices, explored and discovered new things to build the Party's guidelines and policies, especially contributing to the formation of the theory of innovation.
During his revolutionary activities, Comrade Dao Duy Tung always demonstrated the noble moral qualities of a communist soldier, which are absolute loyalty to the Party and the revolution, political courage and practical leadership capacity, innovation, honesty, integrity and a high sense of organization and discipline. In his position as a Standing Member of the Politburo-Secretariat, in handling documents of the Politburo and Secretariat, he honestly filtered and recorded the unified opinions that formed the Party's viewpoint, without inserting his personal opinions into the Party's resolutions, affecting the collective and truthfulness of the resolutions. With innovative and sharp thinking, he pointed out that in order to innovate thinking, innovation in information work is an important condition; therefore, the work of improving the Party's information activities was resolutely directed by him, contributing to promptly meeting the requirements of the revolution, in a comprehensive direction: Diversifying information and increasing the amount of useful information; Expanding the transparency in information activities; information must be authentic, contributing to building new thinking, overcoming backward thinking; bringing the people's voice to the Party and State leadership agencies; enhancing criticism and self-criticism in the mass media, praising positive factors and fighting and criticizing negative issues and factors; information reaching the right audience, all the way to the workers.
The process of revolutionary activities and work spanning through periods and stages has helped to form in comrade Dao Duy Tung a democratic working style, scientific, dialectical, independent, creative and close-to-practical thinking; using theory to illuminate practice, and at the same time using practice to supplement and develop theory. In the theoretical summaries of the Party, especially in the renovation period, he has made extremely important contributions in methods and ways of doing things: Collecting, comparing and contrasting the old and the new, between different viewpoints and opinions; surveying, evaluating, summarizing practice, then discussing and debating to contribute to proposing principles of innovation. He always seeks new things, listens to and respects all opinions, especially unique opinions, critical opinions and encourages cadres to boldly express their opinions and debate.
During his revolutionary activities, he always showed humility, honesty, altruism, kindness, virtue, closeness to the people, simplicity, loyalty, closeness to everyone and the spirit of working enthusiastically until his last breath. At work, he always promoted democracy, respected and listened to everyone's opinions, put his trust in his comrades and colleagues, trusted, encouraged, created favorable conditions for those assigned to work, closely urged and checked the work results.
Comrade Dao Duy Tung is a leader with innovative thinking, always exploring and creating new problems to overcome. He was one of the people who participated in the renovation since the 1980s, along with the "trial contracts" in Vinh Phuc, Hai Phong, "contract 100" and then "contract 10" to the Platform for national renovation. During the turning points of the revolution, especially when facing the great difficulties and challenges of the country in the period of renovation, he and the Politburo, leaders and scientists have deeply researched and summarized the practice, spent a lot of time going to the grassroots, meeting with the people, learning from near and far experiences, listening and appreciating all contributions to filter out the right and the good, contributing to the building and development of the Party's guidelines and policies. It can be said that "three economic viewpoints", "four risks" and "two general assessments" of 10 years of renovation are collective works of our Party but bear the mark of comrade Dao Duy Tung in terms of theoretical generalization.
Seventy-four years old, more than fifty years of continuous revolutionary activities; with strategic vision, political courage and rich and experienced revolutionary activities, comrade Dao Duy Tung has made great contributions to the revolutionary cause of our Party and nation. He has set a shining example of a loyal communist soldier, a talented and innovative senior leader of the Party, with many outstanding contributions on the ideological and theoretical front; an example of noble revolutionary ethics. In comrade Dao Duy Tung, the belief in revolutionary ideals is always based on a solid moral foundation and a high level of intelligence, tirelessly striving throughout his life for the goal of national independence and socialism.
