On the morning of July 9, in Hanoi, the Politburo and the Secretariat held a national conference to disseminate Regulation No. 144-QD/TW on revolutionary ethical standards of cadres and party members in the new period; Directive No. 35-CT/TW on party congresses at all levels towards the 14th National Party Congress. The conference was held directly from Dien Hong Hall, the National Assembly House and online to 15,644 points of connection of central agencies, provincial and municipal party committees directly under the Central Government and commune-level connection points, with more than 1.28 million party members. On July 9, Dak Lak Provincial Youth Union organized the launching ceremony of the Green Summer Youth Volunteer Campaign 2024. The campaign was held in 15 districts, towns and cities with the participation of 7,220 youth volunteers, including 7,040 local youth volunteers and 180 student volunteers from the provincial level. On July 9, the Department of Labor, War Invalids and Social Affairs of Lang Son province coordinated with the Center for Direct Support for Children with Disabilities and the Provincial General Hospital to organize a free surgery program for nearly 60 disadvantaged children with congenital malformations and disabilities. Regarding the wood dust tank explosion accident in Binh Duong province, on July 9, information from Cho Ray Hospital in Ho Chi Minh City stated that among the four victims transferred, one is still in critical condition, the remaining three are in stable health. However, due to the large burn area, the victims will have to undergo prolonged treatment. After 2 days of treatment, Dr. Pham Phuoc Tien said that victim LVP suffered large-scale burns covering about 54% of the second and third degrees (including about 3% of the third degree) of his entire body and is being treated in the Intensive Care Unit, monitored 24/7. Although this case has passed the shock stage, it is still critical and the prognosis for treatment is prolonged. The remaining three cases suffered burns covering about 21-32% of their bodies; their health is currently stable, with good contact and communication. On July 9, Lai Chau Provincial Police informed that the Criminal Police Department had just successfully rescued a female victim who was tricked into going to Myanmar to work with the trick of luring her into doing "easy work, high salary". Specifically, in February 2023, Lo Thi P (born in 2007, residing in It Luong village, Nam So commune, Tan Uyen district) went to work in Lao Cai city because her job was unstable, so she went online to find job information. Seeing that P wanted to find a job with a good income, a stranger on social media promised to help her find a job with a salary of tens of millions of VND/month in Myanmar. This person guided and supported P to cross the border and find her way to the workplace. After arriving in Myanmar, P had all her documents confiscated by the manager and was forced to work without pay. When P intended to escape, she was stopped and beaten by the manager. German Defense Minister Boris Pistorius expressed dissatisfaction on July 8 with the results of the defense budget negotiations of the country's three-party coalition government.
