At the August Provincial People's Committee meeting (9th time) on the morning of August 28, the Department of Education and Training proposed assigning Hai Duong University the task of training college-level preschool teachers for the province.
According to the report at the meeting of the Department of Education and Training, the assignment of training tasks is based on the provisions of Decree No. 116/2020/ND-CP dated September 25, 2020 of the Government regulating the policy of supporting tuition fees and living expenses for pedagogical students and the official dispatch of the Ministry of Education and Training on instructions for implementing the method of assigning tasks, ordering or training teachers according to social needs.
Through screening from localities in the province, in 2024 there will be a total of 376 targets registered for college-level training in preschool education, in 2025 there will be 100 targets, in 2026 there will be 139 targets. This Department proposed that the province assign the task of training college-level preschool teachers to Hai Duong University. Among many reasons, the reason for choosing Hai Duong University to assign the training task is because the source of preschool teachers at schools in the province mainly comes from this university. In addition, preschool teachers trained by this school are of good quality, ensuring the requirements for teaching at the preschool level.
According to the Department of Education and Training, in 2024, there will be a pilot program to enroll 376 students for training for a 3-year period from 2024 to 2027. Of which, Kim Thanh district has the most with 127 students, Gia Loc district has the least with 5 students.
Also according to this plan, the province will support students studying full-time college level in preschool education, full-time transfer, and students studying for a second degree in the form of full-time college training in preschool education with excellent results in their first degree (collectively referred to as pedagogical students) according to the provisions of Point a, Clause 2, Article 1 of Decree 116/2020/ND-CP; registering permanent residence in Hai Duong province.
Priority will be given to selecting pedagogical students who meet the following criteria: Have a request for and commit to reimburse tuition fees and living expenses submitted to the training institution according to regulations; register permanent residence in Hai Duong province; be within the assigned quota of Hai Duong province for Hai Duong University; Consider the admission scores to Hai Duong University for the 2024-2025 enrollment year from high to low until the quota is full. If the final quota has more than 1 student registering with the same admission score, then consider the following additional criteria in turn and consider from high to low the same sub-criteria: winning prizes in national excellent student competitions; winning prizes in provincial high school excellent student competitions; average score of subjects in grade 12.
Pedagogical students are supported as prescribed in Article 4 of Decree 116/2020/ND-CP.
At the meeting, the Provincial People's Committee unanimously approved the report of the Department of Education and Training. Assigning this department to preside over and coordinate with the Department of Justice and related departments and branches to complete the report of the Party Committee of the Provincial People's Committee, as a basis for submitting to the Standing Committee of the Provincial Party Committee for comments.
The August meeting of the Provincial People's Committee (9th time) also reviewed, discussed and gave opinions on the proposed investment policy for a number of public investment projects in the area; on stopping the implementation of the National Highway 5 frontage road construction investment project (right route) from km 42+150 to km 45+317, Lai Cach town (Cam Giang); the submission to promulgate regulations on percentage rates for calculating land rental prices, land rental prices for underground construction, land rental prices for land with water surface in the province; some difficulties and problems in appraising environmental impact assessment reports of a number of infrastructure projects for residential areas, residential areas, and small resettlement areas; on approving land recovery; allowing the change of land use purpose for rice fields and protective forest land to implement projects and works arising in 2024 in the province; on resolving the proposal of the Hai Duong Center for Information Technology and Science for Construction; the submission to issue the Plan to implement Directive No. 23/CT-TTg dated July 26, 2024 of the Prime Minister on strengthening the work of ensuring traffic order and safety for road transport business activities in the new situation in the province; on the proposal to develop a Resolution of the Provincial People's Council stipulating the authority to decide on investment and procurement of information technology application activities under the province's management according to simplified procedures; the submission to issue the pilot plan for training preschool teachers in the province according to Decree No. 116/2020/ND-CP dated September 25, 2020 of the Government in 2024.
