Pilot recruitment of college teachers to teach the 2018 General Education Program

The Government proposed that the National Assembly decide on a pilot program to recruit college-level teachers to teach a number of subjects under the 2018 General Education Program.

The Government has just issued Resolution 16/NQ-CP, unanimously approving the proposal to develop a Resolution of the National Assembly on piloting the recruitment of people with college degrees to teach a number of subjects according to the 2018 General Education Program in Submission No. 1142/TTr-BGDDT dated August 28, 2024 and related documents attached.

The government said it plans to submit this matter to the National Assembly at its 9th Session in May to address the shortage of about 113,500 teachers, according to statistics from the middle of last year.

The provinces are most deficient in English, IT, music, fine arts, and integration, but are slow to overcome them. Many IT and foreign language pedagogy graduates do not have the demand to pursue their careers, causing difficulties in implementing the 2018 General Education Program.

In addition, the 2019 Education Law, which took effect in July 2020, stipulates that primary and secondary school teachers must have a bachelor's degree or higher, while previously they only needed to graduate from secondary school or college.

In a report to the Government, the Ministry of Education and Training said that most high schools do not have music and art teachers for students to choose from. The number of secondary school teachers with university degrees or higher is also not enough.

The training of bachelors in integrated subjects (history-geography, natural sciences, music and fine arts) has not yet met the demand.

Therefore, the ministry believes that it is necessary to recruit people with college degrees to teach some new, specific subjects - below the standards according to the Education Law - in order to have enough teachers to teach, thereby ensuring the innovation of programs and textbooks.
