In 2018, Mr. Nguyen Van Dung in Ung Hoe commune (Ninh Giang) arbitrarily built a bank and pumped sand on an area of 1,156 square meters within the protection area of the right bank of Dinh Dao canal, downstream of Bia bridge.
Mr. Nguyen Van Dung filled the Dinh Dao canal corridor to make a parking lot.
At the end of 2021, Mr. Dung leveled the above area to make a parking lot. At the beginning of 2022, he spread crushed stone to complete the parking lot surface. Although the authorities discovered and requested to clear the violation, Mr. Dung did not comply but continued to build a temporary house with an area of 20 square meters on the canal corridor land that he had contracted with the Commune People's Committee at the end of August.

Mr. Dung's actions seriously violated the Law on Water Resources. The Xe-An Tho Bridge Construction Management Station and the Commune People's Committee discovered it early but did not handle it thoroughly, causing the violation to become more and more complicated.
