On the afternoon of October 2, the National Assembly Delegation of Hai Duong province collected opinions to participate in the development of two drafts of the Law on Citizen Identification (amended) and the Law on Forces participating in protecting security and order at the grassroots level.
These two draft laws are expected to be passed by the National Assembly at the 6th Session of the 15th National Assembly. 11 delegates have contributed comments to the two draft laws.
Commenting on the draft revised Law on Citizen Identification, Mr. Doan Quang Dinh, Chairman of the Hai Duong Provincial Lawyers Association, said that the law amendment is necessary. Regarding the name, the Chairman of the Hai Duong Provincial Lawyers Association said that it should only be called the Law on Identification. The current structure is appropriate, but some provisions assigned to the Government and the Ministry of Public Security for detailed implementation guidance should be stipulated in the law. The issuance of citizen identification should be carried out in the direction of omitting unnecessary information, ensuring the safety of citizens' private information. The draft law currently stipulates the subjects that are allowed to exploit information but does not stipulate the scope of information that each subject can exploit, or the specific order of the information exploitation process.
Participating in the draft Law on Citizen Identification (amended), Deputy Director of Hai Duong Provincial Police Pham Chi Hieu said that the issuance of citizen identification cards to under-age subjects is not mandatory and appropriate, meeting the needs of the people. Regarding the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level, Deputy Director of Hai Duong Provincial Police Pham Chi Hieu said that the law is reasonable to unify the three forces currently participating in supporting the regular police.
Some delegates agreedThe Law on Forces Participating in Protecting Security and Order at the Grassroots Level should be developed to support the communal police force. However, it is necessary to studyresearch clearly defines duties, powers, maximum age andnumber of people participating in this force.
