The Government has issued Decree 86/2023/ND-CP stipulating the framework of standards and procedures, procedures, and records for considering the awarding of the titles "Cultural Family", "Cultural Village and Residential Group", and "Typical Commune, Ward, and Town".
In particular, regarding the criteria framework for considering the title of Cultural Family, the Decree clearly states that to be considered for the title of Cultural Family, the family must meet the following criteria:
Firstly, be exemplary in implementing the Party's policies and the State's laws: Family members must comply with the Party's policies and the law; Practice a civilized lifestyle in weddings, funerals and festivals according to regulations; Ensure security and order, fire prevention and fighting; Ensure regulations on noise levels, not affecting the community according to regulations on environmental laws.
Second, actively participate in emulation movements in labor, production, study, and protection of security, order, and social safety of the locality: Participate in activities to protect historical and cultural relics, scenic spots, natural landscapes, and the local environment; Participate in charity and humanitarian movements; show gratitude; encourage learning and talent, and build learning families; Participate in community activities in the place of residence; Actively participate in economic, cultural, and social development movements organized by the locality; People of working age actively work and have a legitimate income; Children of school age are able to go to school.
Third, a prosperous, progressive, happy, civilized family; regularly united, united, supportive, and helping in the community: Implementing well the set of criteria for family conduct; Implementing well the population, marriage and family policies; Implementing well the goals of gender equality, prevention and control of domestic violence/gender-based violence; Households have hygienic toilets, bathrooms, water storage facilities/similar types; Supporting and helping people in the community in times of difficulty and misfortune.
In addition, Decree 86/2023/ND-CP also clearly stipulates cases where the title of Cultural Family is not considered. Specifically:
Family members who violate one of the following cases will not be considered for the title of Cultural Family: Being prosecuted for criminal liability; Not fulfilling military service and tax obligations; Being administratively sanctioned for: Child marriage, organizing child marriage; violating regulations on marriage, divorce and violating the monogamous marriage regime; Or being administratively sanctioned for: Violating regulations on public order; illegal gambling; preventing and combating social evils; fire prevention and fighting, rescue and prevention and combating domestic violence.
Decree 86/2023/ND-CP takes effect from January 30, 2024.
