From June 15, cars exempt from first-time vehicle inspection (new cars) will have to pay a fee of VND46,000/car when completing vehicle registration procedures instead of being free as at present.

From June 15, new cars must pay vehicle registration fees

The Ministry of Transport (MOT) has just issued Circular 11/2024 regulating the price of vehicle documentation services for vehicles exempted from first-time inspection and the service of reprinting Inspection Certificates and Inspection Stamps.

The circular, effective from June 15, stipulates that cars exempted from first-time inspection will pay a fee of VND46,000/vehicle when coming to the inspection center to submit documents to complete vehicle registration procedures.

For the service of reprinting Inspection Stamps and Inspection Certificates, the fee is 50% of the vehicle profile creation fee (VND 23,000/time/vehicle).

In addition, the circular also stipulates: When collecting service fees, the inspection unit shall use service provision invoices according to current regulations; shall be obliged to publicly disclose information and post service prices, pay taxes on the collected amount and shall have the right to manage and use the remaining amount after paying taxes according to the provisions of law.

A representative of the Vietnam Register said that on March 22, 2023, the Ministry of Transport issued Circular No. 02/2023 regulating the inspection of technical safety and environmental protection of road motor vehicles.

Accordingly, the circular allows exemption from the first inspection for newly manufactured and unused cars, with the year of manufacture up to the year of application for inspection certificate not exceeding 2 years. New cars will be issued stamps and certificates at inspection centers without having to bring the car for inspection.

To be granted a stamp and a certificate of vehicle inspection, vehicle owners must bring their documents to the vehicle inspection centers to complete the vehicle registration procedures, but they do not have to bring their vehicles to the inspection line as before.

According to the Vietnam Register, in 2023, about 500,000 cars will be exempted from first-time inspection.

In the past, due to the lack of regulations on collecting service fees for vehicle profile creation, service fees for issuing inspection stamps and registration certificates for vehicles exempted from first-time registration, it caused disadvantages for registration units because they still had to arrange human resources, machinery and equipment to serve the creation of vehicle profiles, printing certificates and issuing inspection stamps.

Therefore, the Vietnam Register believes that the regulation on vehicle registration service fees for cars exempted from first-time registration is necessary and appropriate, aiming to ensure the rights and revenue for registration units to maintain stable operations and meet the needs of people and businesses.

On the morning of May 6, the leader of a vehicle inspection center in Hanoi said that normally the centers have to arrange for 1 officer to specialize in making records.

"It is estimated that the center will have to spend about 25-27 million/month to prepare the application, free of charge for new cars. This has been carried out since the end of March 2023 until now. Therefore, when the unit collects 46,000 VND from June 15, it will only partly compensate for the center's operating costs," he informed.
