Recently, the effectiveness of the citizen receptions of Hai Duong Provincial Party Secretary Tran Duc Thang has received special attention from the people. Many people have enjoyed the joy and no longer feel the frustration of having to go to complain or petition.

The head of the Party Committee and the government receiving citizens is a regulation of the Party and the State, in the working regulations of leaders at all levels. In recent times, this work in Hai Duong has been more orderly and effective. Every month, the head of the provincial Party Committee strictly receives citizens at the provincial citizen reception office at 45 Bac Son Street, Quang Trung Ward (Hai Duong City). In case of sudden changes in time or due to force majeure such as the recent storm and flood, when people cannot be received, there will be early notice in Hai Duong newspaper and many other channels.

Comrade Tran Duc Thang's serious listening and resolute direction, with a deadline, and specific assignments to resolve each issue, have significantly contributed to speeding up progress and resolving many cases, including those that citizens had complained about for a long time. After these citizen receptions, some people have enjoyed policies due to their achievements in the resistance war, have been granted land use right certificates, have had violations regarding land, canals, and many other practical contents related to people's lives cleared.

The provincial leaders seriously received people, improved the effectiveness of implementing Central directives and regulations, and the working regulations had a widespread effect.

Remember in February 2024, the leaders of Cam Giang district received citizens and received opinions from 2 people in Duc Chinh commune denouncing violations by Mr. Nguyen Van Thuan's household. The district leaders assigned the Chairman of Duc Chinh Commune People's Committee to inspect, respond to citizens and report to the district within the month. The commune authorities quickly verified and clarified the case of Mr. Thuan arbitrarily encroaching and pouring concrete on a part of the area in the Cau Ngoai culvert area on the T10 canal. Duc Chinh Commune People's Committee drew up a record, administratively fined Mr. Thuan, and encouraged him to voluntarily cut off the violating concrete. Mr. Thuan paid the fine and cut off the violating area ahead of schedule.

Or, when Chairman of Binh Giang District People's Committee Truong Manh Long met with people in August 2024, he received the opinion of Mr. Vu Xuan Tuu in Thai Duong commune requesting the District People's Committee to direct the recovery of the amount of money collected from people for the village's work, more than 35 million VND, which the old village chief had not yet handed over. Thanks to thorough direction, assigning the right person to the right job, the problem was resolved in less than 10 days, ahead of schedule.

"As the leader, so the movement", that saying is true! Leadership is like the head of a ship. When a leader is competent enough, he can pull the whole group into movement, turning stagnant "machines" into moving machines, operating at higher efficiency, even at full capacity.

In the story of receiving people, resolving complaints, denunciations or opinions and recommendations of people as mentioned above, people are satisfied - satisfied because they find it satisfactory. That means that leaders are for the people, resolving grievances, then people benefit. The benefit here is only what they are entitled to according to regulations, according to the law, people do not need more.

The measure of any organization is not assessed by the leadership itself, and certainly not by the leader. The most important measure is assessed by its members, by the people. When people still have to reflect, make recommendations, and even sue, it is clear that there is a problem there. There are at least two possibilities: The government is wrong or the people do not have enough understanding, have not been propagandized, disseminated, clarified, and persuaded to implement. In both of the above possibilities, there is a fault in the management and leadership. In social governance, the (initial) mistake must not be pushed onto the people.

Citizen reception offices are like “thermometers” of social mood. Whenever these places are empty, it means that society is stable and developing, that people truly agree with the government, and that policies and strategies are correct, on target, and effectively implemented.
