Many cases have increased pensions and social insurance benefits.

The Minister of Home Affairs has issued Circular 11/2023 guiding the implementation of adjustments to the monthly pension and social insurance allowance levels for retired elderly commune, ward and town officials.

Accordingly, in accordance with Article 2 of Decree 42/2023 of the Government on increasing pensions and allowances, the Ministry of Home Affairs will adjust the monthly allowance for the following subjects:

Retired and elderly commune, ward and town cadres are receiving monthly allowances according to Decision 130-CP dated June 20, 1975 of the Government Council supplementing policies and regimes for commune cadres. Retired and elderly commune, ward and town cadres are receiving monthly allowances according to Decision 111 dated October 13, 1981 of the Council of Ministers on amending and supplementing a number of policies and regimes for commune and ward cadres.

Accordingly, the formula for calculating the increase in pension, social insurance allowance, and monthly allowance for retired elderly commune officials is as follows: Monthly allowance from July 1, 2023 = allowance level for June 2023 x 1.125.

After adjustment, if the subsidy level of retired old communal officials is still lower than 3 million VND/month, it will continue to be adjusted. Specifically, it will increase by 300,000 VND/person/month if the benefit level is less than 2.7 million VND/month/person. In case of 2.7 million VND to less than 3 million VND, it will increase to 3 million VND/month.

The monthly allowance from July 1, 2023 for retired commune officials is rounded up as follows: For officials who were Party Committee Secretaries, Chairman of the People's Committee, Deputy Secretaries, Vice Chairmen, Standing Party Committee Members, Secretary of the People's Committee, Secretary of the Commune People's Council, Commune Team Leader, and Commune Police Chief, it is 3 million VND/month. The remaining positions are 2.817 million VND/month.

Regarding the time to start increasing pensions and allowances for retired elderly commune, ward and town officials, Circular 11/2023 of the Ministry of Home Affairs increasing allowances for elderly commune officials was issued on August 1, 2023 and will take effect from September 15, 2023.

Meanwhile, the regimes prescribed in this Circular will be implemented from July 1, 2023. Therefore, the payment of benefits at the new level in Circular 11 may also be changed like the pension increase under Decree 42.
