For example, at the National Economics University, tuition fees for students enrolling in 2025-2026 are expected to be 18-25 million VND (standard program), an increase of 2-3 million VND compared to last year. Hanoi Open University and Vietnam Women's Academy have similar increases.
Candidates for the Dentistry major at Phenikaa University will have to pay the highest increase, from 96 million VND last year to 128 million VND this year. In fact, the tuition fee for this major is still 160 million VND/year. However, last year, the school offered a 40% discount for new students, but this year it only offers a 20% discount, so the actual amount paid is higher.
Some majors keep their tuition fees the same, such as the Aeronautical Engineering major at the Hanoi University of Science and Technology (100 and 125 million VND, depending on the program) or the English-taught program at the Vietnam Women's Academy (about 26.8 million VND if calculated for 30 credits per year).

Tuition fee increases are often announced by schools in their annual enrollment plans. Last year, many schools also noted that tuition fees would be adjusted to increase by 8-15% per year.
For international joint programs, tuition fees are usually calculated by course, low in the first year but high in the following years. For example, at the Banking Academy, students in these programs pay 50 million VND in the first year of admission, but the final year can be 130 - 230 million VND, or even higher if students choose to study abroad.
Currently, public university tuition fees are based on a roadmap to ensure the cost of education and training services, according to Decree 81 of the Government. The State sets a tuition fee ceiling for each major and each school year, which schools cannot exceed. For programs that have been quality-accredited, universities are allowed to determine their own tuition fees.
The Ministry of Education and Training is proposing amendments to the Law on Higher Education, including a proposal to have public university tuition fees calculated as a percentage of per capita income, as determined by the Government. In 2024, Vietnam's per capita income will be more than 4,700 USD (120 million VND).
