Workers can register for one-time social insurance benefits at home.

Vietnam Social Security, on the afternoon of October 18, informed that in order to facilitate employees in enjoying the one-time social insurance policy, the Social Security agency has implemented the form of online registration for one-time social insurance benefits through the National Public Service Portal (https://dichvucong.gov.vn) or the Vietnam Social Security Public Service Portal (https://dichvucong.baohiemxahoi.gov.vn). With this form, from now on, employees do not need to go directly to the Social Security agency to carry out procedures and receive one-time social insurance benefits quickly and conveniently at home or anywhere, anytime.

In order to support and facilitate workers, Vietnam Social Security requests that provincial and municipal Social Security agencies organize propaganda to disseminate, guide and support people in implementing online public services. At the same time, thoroughly instruct professional staff to monitor arising records and resolve benefits for participants promptly and in accordance with regulations.

Below are instructions from Vietnam Social Security on the procedure for requesting one-time social insurance benefits on the Public Service Portals:

I. How to do it on the Vietnam Social Security Public Service Portal

1. Install digital signature tool

Step 1. Download the digital signature tool

- Access the Vietnam Social Security Public Service Portal at https://dichvucong.baohiemxahoi.gov.vn to download the digital signature support tool in the "Download application/Register & Declare" section as follows:

Choose one of the following 2 options to install:

- Double click on the downloaded application atStep 1, to start the installation:

- Select"Continue"to start the installation.

- After installation is complete, select"End"To complete the installation process:

2. Declaration and submission of documents

Note: To perform the public service of One-time Social Insurance Payment according to Decision No. 422/QD-TTG, participants must have a personal digital signature and a computer installed with a digital signature support tool provided by Vietnam Social Security (as instructed in Section 1 above).

Step 1:Access the Vietnam Social Security Public Service Portal at: https://dichvucong.baohiemxahoi.gov.vn, select "Log in"

Select the login object as"Individual",Enter information: Account (social security number), password, verification code and select"Log in" as the following screen:

Step 2:Select the "Declare profile" function

Step 3. Select Public Service "Resolve one-time social insurance benefits according to Decision No. 422/QD-TTg" and select "Declaration":

The system authenticates citizen information with the national population database. If the authentication is successful, the following information will be displayed:

Note:Participants declare the number of years and months of participation in social insurance and choose one of the following cases to receive one-time social insurance: Reaching retirement age but not having enough time to pay social insurance to receive pension; Going abroad to settle down; Suffering from one of the life-threatening diseases such as cancer, paralysis, cirrhosis, leprosy, severe tuberculosis, HIV infection that has progressed to AIDS and other diseases as prescribed by the Ministry of Health; Employees who are demobilized, discharged from the army, or quit their jobs without meeting the conditions to receive pension and reserve social insurance payment time; Employees participating in compulsory social insurance after one year of unemployment, and voluntary social insurance participants who do not continue to pay social insurance after one year but have not paid social insurance for 20 years.

Step 4.Select the item "I commit that the declared contents are accurate and I am legally responsible for the declared contents and commit to return the paper social insurance book to the social insurance agency upon receiving the settlement results." and enter the verification code to confirm the information.

Step 5. Perform digital signature

-After making the selection "Confirm" inStep 4, the screen displays as follows:

- Select the Digital Signature Certification Service Provider and enter the remote digital signature account information. If the digital signature is valid, the system will display information to select the digital certificate as follows:

- Select "Agree", the screen displays as follows:

Step 6.Perform digital signature authentication on mobile devices according to the instructions of the Digital Signature Certification Service Provider providing digital signature solutions according to the Remote Signing model.

Step 7.After successfully signing, the Vietnam Social Security Public Service Portal displays a successful application submission notification as follows:

II. How to do it on the National Public Service Portal

Step 1.Log in to the National Public Service Portal at: https://dichvucong.gov.vn with your registered account.

Step 2.On the homepage of the National Public Service Portal, select the menu "Online public services".
