Hanoi City Police confirmed that suspect Nguyen Duc Trung - the person who kidnapped the 7-year-old boy in Hanoi - is an officer of the Staff Team, Traffic Police Department of Vinh Phuc Province Police, holding the rank of First Lieutenant.

Regarding the kidnapping of a 7-year-old boy in Viet Hung urban area (Long Bien, Hanoi) that has stirred up public opinion in the past few days, on the evening of August 16, Major General Nguyen Thanh Tung, Deputy Director of Hanoi Police, said that suspect Nguyen Duc Trung (31 years old, residing in Tam Duong district, Vinh Phuc province) was identified as a staff officer of the Traffic Police Department of Vinh Phuc Provincial Police, with the rank of Senior Lieutenant.

"Yesterday (August 15), when the suspect was first brought to the headquarters to investigate and clarify his actions, the suspect initially concealed his identity and claimed he had no job.

However, after the investigation and verification, suspect Trung admitted that he was a police lieutenant, working at the Traffic Police Department of Vinh Phuc Provincial Police," said Major General Tung.

Immediately afterwards, the Hanoi City Police Investigation Agency sent a document to the Director of Vinh Phuc Provincial Police Department requesting to carry out procedures to strip Nguyen Duc Trung of his title of People's Police according to the regulations of the Public Security sector for strict handling according to regulations.

Based on the content of the notice and request of Hanoi City Police, the Director of Vinh Phuc Provincial Police has issued a decision to discipline the officer by stripping the title of People's Police of Nguyen Duc Trung.

Kidnapping a boy, threatening to demand a ransom of 15 billion

Previously, at a press conference to inform about the results of the investigation into the above case, the press raised questions about the information on social networks claiming that suspect Trung was a traffic police officer of the Traffic Police Department of Vinh Phuc Provincial Police.

Major General Nguyen Thanh Tung, Deputy Director of Hanoi Police, said that according to initial verification, "the suspect is unemployed and has no criminal record."

"Inaccurate information must be removed, and my statement at the press briefing must be reviewed. Random, unofficial rumors should be discarded," Mr. Tung emphasized.

According to the police, at around 7:40 p.m. on August 14, Hanoi City Police received a complaint from Ms. D.TH (36 years old, residing in Viet Hung urban area) about receiving a phone call from number 0904.379.593 reporting that her son, NTP (7 years old), had been kidnapped. The kidnapper demanded that the family pay 15 billion VND to ransom the child.

Upon receiving the information, the City Police Director chaired a meeting with leaders and commanders of units to come up with a plan to rescue the child.

After nearly 10 hours of pursuit, at around 5am on August 15, the police arrested the suspect, Nguyen Duc Trung, and successfully rescued the child and returned him to his family safely.

Unpayable debt

At the police station, suspect Trung confessed that because he had borrowed money from many people and was unable to pay, he had the idea of ​​stealing property from people living in high-class urban areas in Hanoi.

At around 9:00 a.m. on August 14, Trung used a white car (real license plate 88A-28644) with a fake license plate 29A-24699, carrying a rubber bullet gun (Trung bought previously) to the new urban area of ​​Viet Hung, and drove around the area to steal property.

However, Trung could not steal any property so he came up with the idea of ​​kidnapping a child to threaten and extort money from the child's family.

Then Trung bought a large roll of tape, a pair of gloves, and two rubber bands at a market in Long Bien district.

At about 6:30 p.m. the same day, Trung went to the area in front of villa C6BT7 in Viet Hung new urban area, kidnapped NTP, and put him in a car.

Trung used a rope to tie the child's hands and took the victim through many areas in Hanoi, continuously calling the child's family to blackmail them, demanding 15 billion to ransom the child.

At around 5:00 a.m. on August 15, when Trung brought the child to the Dong Van Industrial Park service road (Dong Van town, Ha Nam), he was arrested by the police force and the child was safely rescued.

At the time of being surrounded by the authorities, suspect Trung opened fire, shooting Major Nguyen Anh Tuan - an officer of the Criminal Police Team of Long Bien District Police - injuring him in the thigh and is currently being treated at the hospital.

Currently, the Director of the City Police Department has directed the City Police Investigation Agency to coordinate with relevant units to investigate, consolidate files, documents, and evidence to initiate a case, prosecute the accused, and expand the investigation to clarify related people (if any) for strict handling according to regulations.
