On the morning of May 17, the Council for Evaluation and Determination of the Administrative Reform Index of Hai Duong province organized an evaluation and experience sharing on the results of the province's Administrative Reform Index in 2022.

Concluding the conference, comrade Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee, Chairman of the Council for Assessment and Determination of the Administrative Reform Index of Hai Duong province requested departments, branches and localities to continue to promote propaganda work on administrative reform. Promote the role and responsibility of leaders, actively innovate leadership, direction and management methods in performing administrative reform tasks at agencies and units. Strengthen inspection and supervision of the implementation of administrative reform tasks. Establish hotlines at agencies and units for people to promptly report problems related to administrative procedures.
Regarding the tasks in the coming time, Vice Chairman of the Provincial People's Committee Nguyen Minh Hung requested the Department of Home Affairs of Hai Duong (the Standing Agency advising the province in implementing administrative reform tasks) to promptly find solutions to overcome limitations; regularly monitor and urge departments, branches, sectors, and district-level People's Committees to implement contents related to administrative reform. The Department needs to pay attention to the contents that are ranked low, striving for the province's Administrative Reform Index to achieve higher results in 2023.
Comrade Pham Manh Hung, Director of Hai Duong Department of Home Affairs, reported on clarifying the scoring method of some component indexes in the Central Administrative Reform Index ranking.
The Vice Chairman of the Hai Duong Provincial People's Committee agreed to establish a Steering Committee for administrative reform in the province. It is also necessary to establish a Steering Committee at the district level. The Steering Committee needs to develop regulations, assign specific tasks to each member, periodically report to the Evaluation Council, and determine the Hai Duong Provincial Administrative Reform Index to promptly resolve difficulties and problems. For agencies assigned to preside over and advise on administrative reform areas, it is necessary to promptly report and explain specifically the criteria for reducing scores in 2022.
In 2022, the assessment result of the Administrative Reform Index of Hai Duong province was assessed by the Central Government at 83.52/100 points, ranked 47/63 provinces and cities, down 28 places compared to 2021. Some areas have decreased sharply such as: Civil service reform ranked 48/63, down 45 places; organizational reform ranked 19/63, down 17 places; building and developing e-government, digital government ranked 55/63, down 36 places...
In addition to the sharply reduced indicators, in 2022, Hai Duong province also had indicators that increased in rank, such as the direction and implementation of administrative reform increased by 7 ranks; public finance reform increased by 39 ranks; administrative procedure reform increased by 57 ranks compared to 2021.
