Torrential rain in Quang Nam, Quang Ngai, thousands of people evacuated

Due to the impact of storm No. 5, in Quang Nam and Quang Ngai, there has been heavy rain. In Quang Nam alone, the rain has lasted for the past 3 days, causing many residential areas and roads to be severely flooded.

Quang Nam: Many areas are heavily flooded

According to records on the morning of September 12, in My Thach Trung block, Tam Ky city, many houses were deeply submerged in water, and furniture was damaged because they could not be brought to higher ground in time.

Ms. Tran Thi Hoa (70 years old, living in My Thach block) said that from 7pm on September 10, due to heavy rain, the river water flooded into her house. By 6pm on September 11, the water started to rise so quickly that she could not move her things in time.

"It rains heavily and the water recedes slowly, so it floods here often. The water rises quickly at night, so we haven't had time to move our belongings to higher ground," said Ms. Hoa.

According to Ms. Hoa, this area is low-lying and the rainwater cannot drain fast enough. Currently, many families with children and the elderly have moved to other places to take shelter.

In addition, the road leading to the block was nearly 1 meter high, many families had to take boats to buy food to prevent isolation.

Mr. Duong Van Tuan, Chairman of the People's Committee of Hoa Thuan Ward, Tam Ky City, said that the locality has planned to relocate 15 households from the flooded area to the Continuing Education Center.

"We have sent local forces to monitor the storm's developments and support people if the worst happens," said Mr. Tuan.

Heavy rains have flooded many streets in Tam Ky City. On Tran Quy Cap, Truong Nu Vuong, and Nguyen Chi Thanh streets, the water rose to almost half a motorbike's wheel, making it difficult for people to travel.

Mr. Bui Xuan Anh, Chairman of Tam Ky City People's Committee, said that from September 10 to the evening of September 11, Tam Ky City had moderate and heavy rain, causing many low-lying residential areas to be severely flooded, and many roads were flooded even when the water did not drain in time.

"For affected households, localities organize evacuation to safe places," Mr. Anh said.

In Thang Binh district, many fields were flooded, low-lying residential areas were also flooded.

The Steering Committee for Natural Disaster Prevention and Search and Rescue of Quang Nam province said that the total rainfall in localities in the province was generally over 40 mm, with some places having higher rainfall such as: Tra Giap: 122.8 mm, Tam Tra: 147.6 mm, Phuoc Thanh: 76.4 mm, Ho Nuoc Ron: 57.8 mm, Ho Phu Ninh: 53.6 mm, Tam Lanh: 69.4 mm.

In anticipation of possible flash floods and landslides in mountainous districts, the province has evacuated thousands of people.

Quang Ngai: Rainfall ranges from 350 mm-650 mm

As of 9:00 a.m. on September 12, Quang Ngai had no unfortunate incidents caused by storm No. 5, but the rainfall was very heavy, and the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue issued an official dispatch requesting localities to urgently respond.

Accordingly, although storm No. 5 weakened into a low pressure area when it reached the shore, it caused very heavy rains throughout Quang Ngai province. Rainfall ranged from 350 mm to 650 mm. It is forecasted that in the next 6-12 hours, floods on the Ve and Tra Cau rivers will be at alert level 3; and the Tra Khuc and Ve rivers will be at alert level 2.

Localities proactively evacuate people from low-lying areas and areas at risk of landslides. At the same time, they organize forces to harvest agricultural products and rice for people because flooding will occur in most fields throughout Quang Ngai province.

Mr. Nham Xuan Sy, Director of Quang Ngai Hydrometeorological Station, said that this was the most terrible rain since the beginning of the year. However, with the forecast of this year's severe storm season, rains like this will recur, landslides and flooding will occur.

Ly Son island district is where the storm swept through, fortunately the damage was not too great. Mr. Dang Tan Thanh, Vice Chairman of Ly Son District People's Committee said that last night the storm made landfall on Ly Son island, however the wind speed only reached level 9-10. The district also proactively responded beforehand so there was no major damage, only a few houses had their roofs blown off. People's boats and aquaculture cages were safe.

"This is a storm with light winds that do not have much impact. But heavy rain has seriously affected the onion growing area on the island. About 1/3 of the area was damaged," said Mr. Thanh.


Tropical depression causes heavy rain, rescues 17 sailors in trouble at sea

On the morning of September 12, Mr. Hoang Phuc Lam, Deputy Director of the National Center for Hydro-Meteorological Forecasting, said that last night, storm No. 5 (Con Son storm) weakened into a tropical depression. Currently, the tropical depression is located right on the coastal waters from Da Nang to Quang Ngai.

Storm No. 5 caused strong winds of level 8, gusting to 10 on Ly Son Island, and winds of level 6, gusting to 8 in the coastal waters of Quang Ngai. In the Central Central region and the Northern Central Highlands, there was 200-400 mm of rain.

"It is forecasted that this morning and afternoon, the tropical depression will move inland from Da Nang to Quang Ngai and then gradually weaken into a low pressure area," said Mr. Lam.

According to Mr. Lam, today, September 12, in provinces and cities from Thua Thien Hue to Quang Ngai, there will be rain from 100-150 mm.

From September 12-14, in the provinces from Quang Binh to Thanh Hoa, there will be moderate rain, heavy rain, and in some places very heavy rain with common rainfall of 50-150 mm/period.

Floods on major rivers from Thua Thien Hue to Quang Ngai and Kon Tum are at alert level 1, alert level 2 and above alert level 2. Particularly on small rivers in Kon Tum, there is a possibility of localized large floods.

"Due to heavy rain in a short period of time, we need to be aware of the very high risk of flash floods, landslides in mountainous areas, and localized flooding in low-lying areas of the above-mentioned provinces," Mr. Lam warned.

According to a quick report from the Border Guard Command, at around 11:00 a.m. on September 11, at the Ly Son Island/Quang Ngai storm shelter, tugboat DNa 0494 towing barge T03 with 12 crew members had its propellers tangled and drifted about 2 nautical miles from the anchorage. The ship owner requested rescue. The Quang Ngai Provincial Border Guard notified nearby vehicles to come to the rescue.

At around 12:00 on September 11, in the sea area about 42 nautical miles east of Quang Ngai, fishing boat QNg 95058 with 5 crew members was flooded, engine stalled and drifting. The captain requested urgent rescue.

Then, Coast Guard ship 8002 region 2 was dispatched to provide support.

At 0:35 on September 12, Coast Guard ship 8002 brought 5 crew members of fishing boat QNg 95058 and 12 crew members of tugboat DNa 0494 safely to Dung Quat port (Quang Ngai province).
