Previously, on January 25, the Xe-An Tho Bridge Construction Management Station (Bac Hung Hai Irrigation Construction Exploitation Company Limited) discovered that Mr. Do Van Quy's household had built a bank, pumped 195 m3 of sand, and dumped 6 m3 of construction waste into the location where the sand had been pumped. This violation was 10 m from the Dinh Dao canal bed and 13 m from the canal bank, in Mep village (Minh Duc commune).

Mr. Quy's actions violated Article 8 of the Law on Water Resources. It is known that the Xe-An Tho Bridge Construction Management Station has drawn up a record of the violation, requested the People's Committee of Minh Duc Commune to prevent and handle the case, and requested Mr. Quy's household to clean up waste and sand, and restore the original state. However, Mr. Quy continued to dump construction waste and level the road in the area where sand had been pumped and leveled.
