In Hai Duong City, on the evening of October 7, on Truong Chinh Street, Nguyen Duc Hieu (born in 2005, residing in Khanh Hoi residential area, Nam Dong ward) was riding a motorbike without a helmet, had been drinking alcohol, and deliberately swerved to escape when the Hai Duong City Police task force stopped his vehicle to check and handle violations of alcohol concentration. While intoxicated, Hieu drove his motorbike into Lieutenant Colonel Dang Xuan Hoan, Captain of the Criminal Police (Hai Duong City Police) who was in command here, seriously injuring Hoan and requiring emergency treatment.
