Site clearance work to implement the investment project to build the North-South axis road in Thanh Mien district (phase 1) has not been guaranteed within the required time.
Land clearance progress not guaranteed
The Thanh Mien district North-South axis road construction investment project (phase 1) is about 6 km long, starting at the intersection of provincial road 392, in Nhan Quyen commune (Binh Giang), the end point connecting the East-West axis road, in Lam Son commune (Thanh Mien). This project plays a very important role, helping Thanh Mien district connect with the Hanoi - Hai Phong highway and the province's East-West axis, forming the main axis connecting the districts of Binh Giang, Thanh Mien, Ninh Giang, Tu Ky and strengthening traffic connections between Hai Duong and Hung Yen provinces, opening up many new opportunities for socio-economic development of Thanh Mien district and the southern region of Hai Duong province.
According to the Provincial Construction Investment Project Management Board, contractors have basically completed the drainage system, roadbed, road embankment, and weak soil treatment. Some sections in Doan Tung and Hong Quang communes have not been implemented due to lack of clean land.
According to the direction of the Standing Vice Chairman of the Provincial People's Committee Luu Van Ban in Notice No. 91/TB-VP dated July 25, 2023 and Notice No. 97/TB-VP dated August 14, 2023, Thanh Mien district must complete the project site clearance in August 2023. However, by the deadline, this work has not been completed. Most recently, in early October, the Standing Vice Chairman of the Provincial People's Committee Luu Van Ban continued to request the Thanh Mien district People's Committee to complete the project site clearance before October 30, 2023. In particular, focusing on timely clearance of the site in Doan Tung commune from km 3+010 to K3+290 to handle weak ground.
Through the reporter's investigation, the project's site clearance work is mainly stuck at households whose land and assets are recovered on traffic corridor land, irrigation land, and land that people are contracting with the People's Committee of the commune. 51 households in Hong Quang commune, 6 households in Thanh Tung commune, 138 households have shared land use rights when the locality carries out block consolidation and plot exchange (contracted by 1 person) in Doan Tung commune. These households request compensation support, support for property damage, leveling work, etc.
Disassembly
According to the Department of Natural Resources and Environment, in the first half of October 2023, the department chaired and coordinated meetings, agreed on views and specific support plans, and requested the Provincial People's Committee to consider and decide. On October 3 and October 23, the Provincial People's Committee issued documents agreeing on the support level according to the requests of departments and branches.
Mr. Phan Dinh Anh, a land officer of Hong Quang commune, said that by the end of October, the locality had completed site clearance for all agricultural land that had to be recovered in the commune to implement the project. For 19 households whose residential land was recovered, the locality had conducted statistics and counting. However, the district had not yet announced the compensation price and support for residential land, so people were still concerned. Some households requested compensation in the form of land, so site clearance was difficult.
As a person whose residential land was recovered, Mr. Pham Thanh Tam in An Son village, Hong Quang commune said: "The fact that compensation and support prices have not been announced makes us worried. My family currently has 2 garment factories that are creating jobs for many local workers. In order for production and business activities to not be interrupted, we hope that the local government will soon announce compensation and support prices based on the spirit of democracy, openness and reasonableness."
Up to this point, Doan Tung commune still has 2 households that have not agreed to hand over the land with a total area of about 4,000 m2 because they think the compensation and support price is not satisfactory. "The locality has actively promoted and mobilized, but the two households have not agreed. The locality has developed a plan to enforce according to regulations," said a representative of the Doan Tung commune leader.
According to Mr. Bui Huu Tiep, Vice Chairman of Thanh Mien District People's Committee, up to now, the work of clearing the North-South axis road has mainly been stuck in relation to residential land. The District People's Committee has announced the recovery of residential land, counted assets on the land and developed a compensation and support plan. The district has reviewed and selected the location of the resettlement site with an area of about 0.6 hectares. This location has been identified in the 2023 land use plan but is not yet included in the land use plan until 2030 and is planned as industrial land in the construction planning dossier of Thanh Mien district until 2030, with a vision to 2050, so it is not eligible for approval of the detailed construction plan.
The North-South axis road construction investment project in Thanh Mien district, phase 1, is a key project of the province in the 2020-2025 term. The project has a road length of about 6 km, the starting point intersects with provincial road 392, in Nhan Quyen commune (Binh Giang), the end point connects with the East-West axis road, in Lam Son commune (Thanh Mien); the scale of the road is a level III plain road, the design speed is 80 km/h. The project has a total investment of more than 400 billion VND, was implemented in June 2023, and is expected to be completed in mid-2024.
