On the morning of December 22, Prime Minister Pham Minh Chinh chaired a national online conference on "Developing Vietnam's cultural industries".

This is the first conference, of special significance for the development of Vietnam's cultural industries.

The conference was held directly at the Government headquarters and online with the People's Committee headquarters of 63 provinces and centrally run cities. Attending the conference were Deputy Prime Minister Tran Hong Ha; leaders of ministries, departments, branches, and central agencies; leaders of provinces and centrally run cities; representatives of associations, organizations, businesses, investors, experts, and artists working in the cultural industry.

Comrade Tran Van Quan, Vice Chairman of the Provincial People's Committee; leaders of a number of relevant departments and branches of the province attended at the Hai Duong province bridge.

According to the conference report, the cultural industry is identified as an important and sustainable part, contributing to the country's growth. The production value of Vietnam's cultural industries in the period of 2018-2022 is estimated to contribute an average of about 44 billion USD. By 2022, there will be more than 70,300 establishments operating related to cultural industries, attracting about 2.3 million workers, accounting for 4.42% of the total workforce of the economy.

In addition to the achievements, the cultural industries still face some difficulties and limitations. Currently, there are no legal documents clearly defining the role of state management, responsibilities and powers of ministries, branches and localities in implementing state management of cultural industries; investment resources are still scattered; the content and form of products and services have not focused on exploiting traditional values ​​and indigenous culture to create their own uniqueness...

At the conference, delegates focused on exchanging, discussing and sharing the achieved results; limitations in the development of cultural industry, causes, lessons learned; opportunities and challenges of Vietnam's cultural industry and proposed solutions for the development of cultural industry in the coming time...

Concluding the conference, Prime Minister Pham Minh Chinh said that the cultural industry is a sector with great prospects, can develop quickly, easily bring high efficiency, and is a new driving force for cultural development in line with the trend of the times.

The Prime Minister requested that all levels, sectors, localities, agencies and organizations need to be more determined, make greater efforts, act more resolutely and effectively; be proactive, closely coordinate, and focus on implementing tasks and solutions to strongly develop cultural industries, encourage all explorations, respect creative freedom; focus on industries with great potential and advantages so that by 2030 the added value of cultural industries will contribute 7% of GDP.

The Prime Minister assigned specific tasks to ministries, branches and localities. In particular, the Ministry of Culture, Sports and Tourism presides over and coordinates with relevant ministries, agencies and localities to complete and submit a draft resolution of the Government on the main tasks and solutions to promote the development of cultural industries, including the task of promulgating the Strategy for the development of cultural industries in the new period; building typical cultural industry products and services associated with regions and localities. At the same time, effectively participate in the supply chain of cultural tourism activities; research and propose specific mechanisms and policies to support and encourage organizations, businesses and individuals to participate in the development of cultural industries, the creation of cultural products and small and medium enterprises; research and establish funds to support investment in creative development.

The Prime Minister requested the Ministry of Culture, Sports and Tourism and relevant ministries, agencies and localities to support and encourage linkages, form a network of cultural industry centers and creative spaces nationwide and connect internationally; build profiles and register to join the UNESCO creative cities network; strengthen market connections for stage and music products, performing arts programs in major cities and central areas domestically and internationally; develop plans to develop applied art design, industrial art, graphic design; encourage breakthrough innovations exploiting Vietnamese cultural values ​​in product packaging design, interface, advertising and communication, decoration, fashion and garment design.

The Prime Minister assigned ministries, branches and localities to coordinate in researching, proposing the development and completion of relevant mechanisms and policies, including investment incentives, public-private partnership, public asset management, tax, value-added tax refund, credit access for enterprises, organizations and individuals investing in cultural industries, especially in areas with potential and advantages and small and medium-sized enterprises; develop cultural industrial products and services associated with the implementation of the program "Vietnamese people prioritize using Vietnamese goods"; develop mechanisms and policies to support research and production of cultural industrial products and services with export potential.

Associations should further promote their role in connecting the business community in the cultural industry; actively participate in and organize promotional and trade promotion activities; guide and support businesses to operate and enrich themselves legitimately, comply with the law and the policies of the Party and the State, etc.
