Using children's images for advertising and sales?

Recently, on social networks, there has been a situation where some personal Facebook accounts use children's images for advertising and sales.

On the evening of July 23, an account named Nguyen Thi Thu Ha posted on the group "KCN Dai An - Lai Cach - Tan Truong - Phuc Dien" information about a boy named Nam, about 3-4 years old, who was lost in Lai Cach. The boy was in a panic and wanted the online community to share so that he could find his relatives soon. This account also posted a phone number for contact.
At the same time, an account named Tam Quang also posted on the group "Gia Loc Market" information that a girl named Nhu was also lost and included a contact phone number.

When I called these two phone numbers, I couldn't get through.

I went to the Facebook of these 2 accounts and saw information about treating stroke and paralysis using oriental medicine, with pharmacies in the South and Central regions.

This Facebook is used to advertise bone and joint treatment.

According to Article 32 of the 2015 Civil Code, Article 21 of the 2016 Law on Children and related decrees: "Children are protected by law in their honor, dignity and reputation" and the use of children's images must be agreed to by the child or the child's parents.
