Beware of tricks to sabotage the revolution to streamline the apparatus

The organization of the political system in a streamlined, effective and efficient manner is an objective necessity. This is the revolution that creates the driving force to bring the country into a new era - the era of national development. However, with dark plots, hostile forces are constantly spreading reactionary ideologies to distort, incite and sabotage.

Hostile, reactionary forces and political opportunists have been actively sabotaging this process in various ways. They have distorted and fabricated the purpose and significance of the reorganization and streamlining of the apparatus. They have claimed that the reorganization of the apparatus is not to improve the efficiency of the political system, but is an “internal purge” and a “power struggle” within the Party. From there, they have spread false information about personnel work, claiming that the merger and streamlining of the apparatus is only aimed at eliminating people who are not in the same faction.

In the process of implementing the organizational restructuring, it is inevitable that there will be difficulties such as the situation of some units lacking human resources due to mergers or adjustments in the positions of officials and civil servants. Hostile forces take advantage of these issues to exaggerate and distort the organizational restructuring as "disrupting the political system" and "destabilizing the organization".

Some political opportunists exaggerate cases of early retirement volunteers who have not yet received benefits and policies according to Decree 178 of the Government or cases of not being assigned new jobs in time, causing negative public opinion and skepticism about the policies of the Party and State.

In addition, they also incite discontent among cadres and civil servants. Taking advantage of the confusion and anxiety of a number of cadres and civil servants before the orientation of "merging some provincial-level units, not organizing at the district level, merging some commune-level units; implementing the 2-level local model" and continuing to streamline the payroll, they spread rumors that many people will lose their jobs, will not have a support system, causing discontent. Inciting opposition within the cadres, especially those who are transferred or are not allowed to continue holding leadership positions; taking advantage of the merger of some agencies and units to cause conflicts, creating a localist mentality in personnel arrangements.

In order to undermine trust in the Party's innovation policy, they spread the news that the apparatus arrangement is just a formality and does not bring about practical results, aiming to make people lose trust in the innovation process; taking advantage of temporary shortcomings to defame the administrative reform work.

Faced with the above-mentioned plots and sabotage tricks of hostile forces, Party committees and authorities need to take effective measures to fight and refute to create unity within the Party and consensus among the people through the following measures:

One is,Promote propaganda and raise awareness of the significance of streamlining the apparatus. Propaganda content needs to clarify the policy and objectives of the process of streamlining the apparatus to improve the efficiency of the political system, not to purge and eliminate factions. Widely disseminate the positive results of the process of streamlining the apparatus in practice and refute distorted arguments.

Two is,Grasp and control public opinion well, fight against wrong views. Authorities need to proactively detect and handle false information on social networks and reactionary websites. Use mainstream media to provide complete and accurate information, helping people understand the nature of the problem.

Three is,Pay attention to and properly resolve policies for cadres and civil servants affected by streamlining and reorganization. Continue to perfect policies, ensure good implementation of support according to Decree No. 178 of the Government and Conclusion No. 75 of the Politburo for cases of voluntary early retirement or resignation, creating trust among cadres, party members and people in the Party and State. At the same time, harmoniously resolve personnel issues when merging units, ensuring that the legitimate rights of cadres, civil servants, public employees and workers are not affected.

Fourth, resolutely handle those who take advantage of the restructuring to cause trouble. It is necessary to promptly detect and strictly handle individuals and organizations that spread false information, causing public confusion about the implementation of the restructuring roadmap. Strongly fight and refute arguments that distort and defame the Party and State's innovation policy.
