Rampant violations
Road 394C passes through 6 communes and towns of Cam Giang district including Thach Loi, Dinh Son, Cam Van, Cam Vu, Cam Hoang and Cam Giang town. Previously, this road was district road 5B, then upgraded and expanded to provincial road 394C. Going around road 394C through Cam Vu and Cam Hoang communes, especially the sections passing through Phi Xa village, Cam Hoang commune and Phu Loc village, Cam Vu commune, it is easy to see many canopies, awnings, and billboards that block the view of traffic participants. There are many cases of encroachment on the roadway for trading, storing construction materials... There are sections where houses are located close to the edge of the road, from the door of the house you have to take a few steps down to the road. Some families even arbitrarily built a path from the door of the house to the road. Lacking space, people bring cans and buckets to wash on the road. There is also a case of a household electrical repair business right next to the edge of 394C Street. Because the space of the shop is limited, the owner freely brings out his tools to repair things on the edge of the street...
Violations of traffic safety corridors on Highway 394C make this already narrow road even more shabby and stuffy, not to mention obstructing visibility and causing traffic safety problems.
Mr. Nguyen Ba Son, Party Cell Secretary, Head of Phi Xa Village, said that in the past, the roadside area near the Phi market gate was just a few scattered water shops. In 1995, the commune leased land, each household was rented 5m of road frontage and 3m deep for business. Over time, some places have passed through many owners, households have quietly encroached on the traffic and irrigation corridors to create depth for the shops to become houses...
Difficult to handle
Not only are many violations not handled with the excuse of "history", in some places people also encroach, build illegal structures at night or use all kinds of methods to fool the authorities. Mr. Pham Van Cong's family has a permanent residence in Dinh Son commune, but bought a shop in Cam Hoang town area as an example. The shop was degraded, so Mr. Cong asked for permission to make minor repairs to ensure safety, because according to regulations, it is not allowed to rebuild a solid house on land in the traffic and irrigation corridor. However, Mr. Cong covered the outside with tarpaulin to fool the authorities and secretly poured concrete piles and roofs inside. When the police came to remind him, Mr. Cong's family made inappropriate comments.
The road surface used to be only about 4-6 m wide, but after being upgraded and expanded, now some sections of the road surface are over ten meters wide. The expansion many times, along with the long-standing situation of land allocation according to the road surface width, the free space to make a "safe corridor" is uneven, some sections are only 1-2 m but some sections are up to 5-6 m wide. Therefore, when clearing violations, the distance from the edge of the road to the house or shop cannot be uniform, creating a lack of consensus among the households involved, easily leading to re-encroachment of the sidewalk and road.
Violations in Phu Loc village are even more difficult to handle because most of the land of the people along the edge of Highway 394C is land left by their ancestors and has been granted "red books" for a long time. According to the leader of Cam Vu commune, it is possible to make records and propagate and mobilize people to ensure traffic safety, but it is very difficult to handle because it is entangled in the Land Law...
Every year, the Traffic Safety Committee of Cam Giang district coordinates with localities to clear violations of the traffic safety corridor of Highway 394C. However, when the authorities are absent, re-encroachment occurs. "The Phi market gate area often has many households deliberately holding markets along Provincial Highway 394C. Every time the commune clears, people disperse but will return to sell goods as soon as the inter-agency force withdraws," said Mr. Nguyen Dinh Tuan Anh, Vice Chairman of Cam Hoang Commune People's Committee.
