Clarifying the investment process for rural water supply projects in An Phuong commune

Comrade Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, delivered a concluding speech on the content of assigning management of assets of rural water supply works in An Phuong commune (Thanh Ha).

According to the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, the change in capital structure is the bottleneck that causes long-term problems in this project. Therefore, the handover of assets must serve the goal of stabilizing the situation, meeting the needs and lives of the people. In addition, it must ensure the rights and interests of the people, the State, and businesses. The Department of Agriculture and Rural Development must supplement the basis for proposing the handover of assets of the rural water supply project in An Phuong commune.

According to the report of the Department of Agriculture and Rural Development at the meeting, the rural water supply project in An Phuong commune (Thanh Ha) is responsible for providing clean water to 1,972 households in the old Phuong Hoang commune, with a capacity of 600 m3/day and night. In 2003, after completing construction, the project was handed over to the Commune People's Committee for management and exploitation, then transferred to other units for management and operation. During the operation process, the project was upgraded, renovated, and increased its capacity to 900 m3/day and night. The total investment value of the project is nearly 3.3 billion VND, of which the State budget capital accounts for 29.78%, the commune budget counterpart capital accounts for 3.04%, the people's contribution capital accounts for 24.28%, and the rest is invested by enterprises. Due to problems in handing over assets, the operation of the project is difficult. The outstanding water bill balance by the end of March 2023 is preliminarily determined to be nearly 2.9 billion VND. The Department of Agriculture and Rural Development proposed 5 options for transferring assets to this project, analyzing the advantages and difficulties when implementing each option. Based on current laws, the Department of Agriculture and Rural Development proposed transferring the project assets to Phuong Hoang Clean Water Joint Stock Company in the form of returning the asset value to the State. The Departments of Finance and Planning and Investment also agreed with this option but requested the consensus of the people.

Also at this meeting, the Provincial People's Committee considered and discussed determining the percentage of land rental price for implementing the An Phat 1 high-tech industrial park project, adjusting the Project on building commune-level police headquarters in the province for the period 2021-2025, and the capital allocation plan to implement the National Target Program on New Rural Construction for the period 2021-2025.
