2024: Discipline, responsibility, timely initiative, accelerated innovation, sustainable efficiency

The Government has just issued Resolution No. 11/NQ-CP on the Government Conference with localities and the regular Government meeting in December 2023.

In the resolution, the Government unanimously assessed: In 2023, the world situation will change rapidly and complicatedly; advantages, opportunities and difficulties and challenges will intertwine, but difficulties and challenges will be greater; the consequences of the COVID-19 pandemic will have a long-lasting impact; strategic competition between major countries, the Russia-Ukraine conflict and the Gaza Strip will be fierce; global economic growth will be slow, inflation will be high; global public debt will increase sharply; financial, monetary and real estate markets will have many potential risks; international trade and investment will decline; energy security, food security and cyber security will face many challenges; natural disasters and climate change will have serious consequences.

Domestically, in addition to the great and historically significant achievements gained after more than 35 years of renovation, our country continues to suffer the "double impact" of many unfavorable external factors and internal limitations and shortcomings that have lasted for many years, becoming more evident in difficulties; meanwhile, our country is a developing country, the economy is in the process of transformation, the scale is still modest, openness is large, competitiveness and resilience are limited; epidemics and natural disasters are evolving complicatedly, causing heavy damage in many localities...

In that context, under the wise, close, timely and scientific leadership and direction of the Party Central Committee, regularly and directly by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong; the timely, close and effective coordination of the National Assembly and agencies in the political system; the joint efforts and consensus of the people and the business community; the support and assistance of international friends; the Government, the Prime Minister, all levels, sectors and localities have closely followed the Resolution of the 13th National Party Congress, the resolutions, conclusions and directions of the Central Committee, the Politburo, the Secretariat and the National Assembly; thoroughly grasped the motto "Solidarity, discipline, flexibility, innovation, timeliness and effectiveness"; promoted the spirit of solidarity, self-reliance and self-strengthening; grasped the situation and closely followed reality; Be steadfast in setting goals and innovate, be more drastic, timely, have focus and key points in direction and management; regularly check and urge the implementation of tasks and solutions in all fields.

2023 basically achieved the set general goals

Thanks to the efforts of the entire Party, people and army, the socio-economic situation in 2023 continued to recover, each month was more positive than the previous month, each quarter was higher than the previous quarter, basically achieving the set general goals and many important results in all fields, continuing to be a bright spot in the global economy; 10/15 targets met and exceeded the set goals, including completing all social development targets, demonstrating the good nature of our regime.

The macro economy is basically stable, inflation is controlled, growth is promoted, major balances are ensured. GDP growth in the fourth quarter is estimated to increase by 6.72% over the same period (the first quarter increased by 3.41%, the second quarter increased by 4.25%, the third quarter increased by 5.47%), the whole year increased by 5.05%, belonging to the group of countries with high growth rates in the region and the world; raising the economic scale to about 430 billion USD (GDP per capita reached 4,284.5 USD, an increase of 160.5 USD compared to 2022). The average annual consumer price index (CPI) increased by 3.25% (the target is about 4.5%).

The monetary and foreign exchange markets are basically stable; interest rates have decreased by about 2% compared to the end of 2022. State budget revenue exceeded the estimate by 8.12% under the condition of implementing exemptions, reductions, and extensions of many types of taxes, fees, charges, and land rents of nearly VND 194 trillion; promoting increased revenue, saving expenditures, and ensuring sufficient resources for salary reform in 2024 and the following years...

Industries and fields recover and change positively

The main sectors and fields of the economy and production and business activities continued to recover and change positively. The industrial sector increased by 3.02%; of which, the processing and manufacturing industry increased by 3.62%; many key industrial zones continued to recover or maintain positive growth momentum. Agriculture is a bright spot and continues to be a solid pillar of the economy in difficult times, increasing by 3.83% in 2023, the highest in many years; food security is ensured, agricultural trade surplus reached 12.07 billion USD, the highest ever.

The service sector developed vigorously; total retail sales of goods and consumer service revenue increased by 9.6%. The tourism industry welcomed 12.6 million international visitors, far exceeding the assigned plan (8 million visitors), the number of enterprises entering and re-entering the market was 217.7 thousand enterprises, up 4.5%. Total social investment capital is estimated at over 3.42 million billion VND, up 6.2%. In the context of global trade and investment being narrowed, foreign direct investment (FDI) attracted nearly 36.6 billion USD, up 32.1%; realized FDI capital reached nearly 23.2 billion USD, up 3.5%, the highest ever...

Cultural and social fields continue to receive attention in the spirit of not sacrificing progress and social justice to pursue mere economic growth. The work of building a cultural environment associated with building cultural people has many positive changes. Many traditional cultural values ​​and cultural heritages of the nation are inherited, preserved, embellished and developed; Vietnam was honored for the fourth time as Asia's leading heritage destination. Policies for people with meritorious services are fully and promptly implemented, ensuring social security and supporting people and businesses; people's lives are improved; the number of households with unchanged income and increasing by 2023 is 94.1%; the average income of workers is 7.1 million VND/month, an increase of 6.9% compared to 2022...

The work of disease prevention, control, medical examination and treatment and health care for the people has been directed resolutely; all types of diseases have been well controlled; the shortage of medicines, equipment and medical supplies has been gradually overcome. The work of child care and protection, youth education, promoting the role of the elderly, gender equality, for the advancement of women, prevention and control of domestic violence... continues to receive attention.

Focus efforts on overcoming difficulties

In addition to the basic achievements, our country still has limitations and shortcomings that need to be further focused on overcoming. Economic growth has not yet reached the set target; macroeconomic stability is not really solid, inflationary pressure is still high. Industrial production has had positive changes but is still slow.

Production and business activities are facing difficulties, many enterprises lack orders; the number of dissolved and bankrupt enterprises is increasing. The economy's ability to absorb capital and credit demand is facing difficulties, bad debt tends to increase. The real estate and corporate bond markets still have potential risks.

The handling of weak credit institutions and remaining backlog projects is facing difficulties; equitization and improving the operational efficiency of state-owned enterprises are still slow. The lives and livelihoods of a segment of the population are still difficult, especially in remote areas, ethnic minority areas, border areas, and islands. The shortage of medicines, equipment, and medical supplies, although improved, has not been completely resolved....

Entering 2024, a breakthrough year in successfully implementing the 5-year Socio-Economic Development Plan 2021 - 2025, it is forecasted that the world and regional situation will continue to fluctuate in a complex and unpredictable manner; strategic competition among major countries will become increasingly fierce; global economic growth, trade and investment will continue to decline.

Domestically, the economy has opportunities, advantages and difficulties, challenges intertwined, but difficulties and challenges are more numerous. Production and business still face many difficulties; financial, monetary and real estate markets still have potential risks. Natural disasters, epidemics and climate change continue to develop abnormally and are difficult to predict.

The Government, together with ministries, branches and localities, thoroughly grasp and resolutely implement seriously and effectively the policies and orientations for socio-economic development; promptly supplement the programs and action plans with specific, practical and effective tasks and solutions in directing, operating and developing the socio-economy in 2024.

2024 continues to innovate, create, overcome all difficulties

The Government agreed on the management theme for 2024 as "Discipline, responsibility, proactiveness, acceleration of innovation, sustainable efficiency". The Government requested members of the Government, heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally run cities to focus on thoroughly grasping and seriously, promptly and drastically implementing the Central Committee's Conclusion, the Resolution of the National Assembly, the Government and the direction of the Prime Minister on the main tasks and solutions to implement the Socio-Economic Development Plan, the State budget estimate, improve the business environment, enhance national competitiveness in 2024; closely monitor developments, improve the capacity to analyze and forecast, respond to policies promptly and effectively; focus on directing and motivating all cadres, civil servants, public employees and workers in the state administrative system from the Central to local levels to promote a sense of responsibility, immediately overcome shortcomings, limitations and weaknesses; Inheriting and promoting the achievements of the Government in previous years, continuing to innovate and create, overcoming all difficulties and challenges with high determination, great efforts, strong solutions and drastic and effective actions; striving to successfully implement the goals and tasks set by the Party and the National Assembly in 2024, creating a foundation to complete the 5-year socio-economic development plan 2021-2025.
