Many commune-level "one-stop" departments in Kim Thanh district (Hai Duong) are still crowded, significantly affecting the quality of administrative procedure settlement.

Before Lien Hoa and Binh Dan communes merged, both communes used the offices of the Party Committee, People's Council, and People's Committee headquarters as a "one-stop" department to serve administrative procedures for organizations and citizens. From December 1, 2024, the two communes merged to form a new commune, Hoa Binh, with the office at the People's Committee of Binh Dan commune (old), so the "one-stop" department is very cramped.
Mr. Hoang Le Phong, Chairman of the People's Committee of Hoa Binh commune, said that this headquarters was built in 2007 with 2 floors, the room area is quite narrow, only about 12 m2/room. Previously, before the commune merger, the "one-stop" department was already cramped, but now it is even more cramped. Currently, on average, the commune receives and handles about 300 - 400 administrative procedure files per month, double the number before the merger. Due to the small area, the "one-stop" department can only accommodate 3 civil servants to work, the other civil servants still work in separate rooms. In particular, administrative procedures in the fields of public security and military are still handled at the headquarters of Lien Hoa commune (old), significantly affecting the reception and handling of administrative procedure files for the people.
The "one-stop" department of Kim Lien commune was also arranged by the People's Committee of the commune from 2 working rooms at the headquarters of the People's Committee of the commune, with an area of only over 20 m2Mr. Vu Ngoc Uong, Chairman of the Commune People's Committee, said that Kim Lien is a large commune, the number of administrative procedure records received and processed is always the highest in the district, while the facilities are still cramped and degraded, significantly affecting work and service quality.
Similarly, the “one-stop” departments of many other communes such as Dai Duc, Kim Anh, Kim Dinh… all have to utilize the office of the commune People’s Committee headquarters to receive and process administrative procedures. The “one-stop” departments are cramped, and some items have even deteriorated, with peeling paint and leaks… so many communes have not yet implemented administrative procedures in vertical sectors (police, military, culture - society) at the “one-stop” departments.
Investment in new construction and renovation
Kim Thanh district currently has 14 communes and towns. Of these, 6 communes have arranged a "one-stop" department to a separate working area from the working area of the People's Council and People's Committee of the commune, including Vu Dung, Lai Khe, Tam Ky, Ngu Phuc, Tuan Viet, Dong Cam; the remaining 8 localities, including Kim Anh, Kim Lien, Kim Xuyen, Dai Duc, Kim Tan, Kim Dinh, Hoa Binh and Phu Thai town, have not yet arranged a separate working area.
In recent times, localities in Kim Thanh district have proactively overcome difficulties, invested in renovating, repairing, and upgrading the commune-level "one-stop" department in a clean, beautiful, and spacious manner, aiming at people's satisfaction. Immediately after Phuc Thanh commune (old) merged with Phu Thai town, Phu Thai town invested funds to renovate and expand the "one-stop" department. The town renovated an additional adjacent office to have more working space; invested in more machinery and equipment to better serve people in handling administrative procedures.
“Phu Thai town is the economic and cultural center of the district, so the number of people coming to do transactions and handle administrative procedures every day is very large. The current one-stop shop of the town is the working place of the previous one-stop shop of the old town, so the space and area are very cramped. However, due to the lack of a separate working area, the locality has renovated and expanded the area to ensure working conditions,” said Chairman of the People's Committee of Phu Thai town, Tran Van Huy.
Mr. Hoang Le Phong, Chairman of the People's Committee of Hoa Binh Commune, added that the commune has a plan to build a "one-stop" department in a separate area. The total investment is expected to be about 4 billion VND. In 2025, the commune will start construction to meet the needs of work and serve the people better.
In early January 2025, Ngu Phuc commune inaugurated and put into operation the commune's new "one-stop" department. Before having a spacious, modern office, separate from the office building of the commune People's Committee headquarters, Ngu Phuc commune's "one-stop" department was also cramped. In 2024, the commune invested nearly 4 billion VND of the local budget to build a 2-storey "one-stop" department, with a total area of nearly 200 m2. Spacious office, departments have tables and chairs, filing cabinets, people coming to work have waiting chairs...
Mr. Dao Quy Duong, Vice Chairman of Ngu Phuc Commune People's Committee, said that previously the commune had a reception and result return room, but it was located in the People's Committee headquarters, less than 35 m wide.2making it difficult to arrange seats and file cabinets to store documents. The commune has mobilized all resources, saved budget, and invested in building a new "one-stop" department. "With a spacious and airy working space, the work efficiency of the staff and civil servants will certainly increase," said Mr. Duong.
According to the Kim Thanh District Department of Internal Affairs, although many localities still lack facilities and have cramped offices, in recent times, units have overcome difficulties, invested funds to renovate, repair, and upgrade the "one-stop" department to better serve the people. Localities also pay attention to investing in machinery, equipment, upgrading transmission lines, promoting online administrative procedure settlement to people and businesses... Currently, 100% of civil servants working at the "one-stop" department of communes and towns are equipped with personal computers; scanners, photocopiers to ensure settlement of administrative procedures...
These efforts have contributed to the results in the past 2 years, Kim Thanh district has always been at the top of the district-level administrative reform index of Hai Duong province. In 2024, through the assessment of the administrative reform index score on the National Service Portal System, Kim Thanh district achieved 93.8 points (on a scale of 100), ranking first in the province. At the Provincial Administrative Reform Propaganda Online Contest, Kim Thanh district won the second prize for the collective; 1 individual won the encouragement prize; 1 individual was awarded a certificate of merit by the Provincial People's Committee.
