Ranked 8th in the country
Sumidenso Vietnam Co., Ltd. currently has about 11,000 employees. Every year, the company regularly recruits workers for the production and assembly of electrical wiring systems in cars and wires in printers. Skilled workers who do not need to be trained enjoy many incentives such as receiving a salary according to the agreement, being assigned suitable jobs... In 2023, Hai Duong's labor training index reached 6.73 points, ranking 8th in the country and 4th in the Red River Delta. Compared to 2022, Hai Duong increased by 1.12 points and was also the second consecutive year of increasing points in this index (since 2021). This is also an index with a high score structure, greatly affecting the overall provincial competitiveness index (PCI) of the whole province. The above results show that the business community has highly appreciated the quality of vocational training in the province. Labor quality has greatly met the needs of businesses.
The labor training index is one of the 10 component indexes that make up the PCI index. This index is meant to measure the province's efforts to promote vocational training, improve quality and supply human resources for businesses to develop production and business activities, and create jobs for workers.
The labor training index is calculated based on 11 component indexes, including the enterprise's assessment of whether it is easy to recruit unskilled laborers, technical staff, managers and supervisors in the province; recruitment costs, labor training costs in the total business costs of the enterprise; the quality of vocational education in the province...?
As the advisory unit, responsible for the component index of the labor training index (9/11 indexes), the Department of Labor, War Invalids and Social Affairs has proposed many solutions to improve this index. The Department regularly organizes propaganda and information exchange, supports businesses in many forms in labor recruitment; creates a bridge between businesses and the Provincial Employment Service Center and reputable employment service businesses to facilitate businesses in labor recruitment.
Organize investigations, collect and update information on labor demand at local enterprises, on that basis, analyze, evaluate and forecast labor market information and connect labor supply and demand. Along with that, the department also strengthens the direction of training and labor supply establishments in the province to proactively coordinate closely with enterprises to grasp labor demand. Continue to improve the ranking
According to the Department of Labor, War Invalids and Social Affairs, the province currently has 33 vocational training institutions and enterprises participating in vocational training activities, including 8 colleges, 3 intermediate schools, 9 vocational training centers, 12 vocational training - continuing education centers, and 1 enterprise participating in vocational training activities. The province also has 5 universities (Thanh Dong, Sao Do, Hai Duong, Medical Technology and Hung Yen Technical Education). In 2024, the province's high school graduation rate was the highest in the past 5 years with nearly 22,900 candidates eligible to graduate, reaching 99.61%, an increase of 0.1% compared to 2023.
Determined not to let human resource quality be a bottleneck that makes it difficult for businesses to access labor resources, in mid-October 2024, the Standing Committee of the Hai Duong Provincial People's Council organized a workshop on "Solutions to improve the quality of human resources to meet the production and business requirements of businesses in Hai Duong province".
At the workshop, Comrade Luu Van Ban, Permanent Vice Chairman of the Provincial People's Committee, requested that schools coordinate with businesses to send students for internships and training with addresses. He also informed that the Provincial People's Committee is deploying a database for labor recruitment and training; at the same time, it will present a support policy for vocational students to participate in labor in Hai Duong province.
The province also has policies for demobilized soldiers, supporting primary training subjects. Working with relevant ministries and sectors with vocational training schools located in the province to jointly solve issues regarding policies for teachers, investment in machinery and equipment, schools coordinate with businesses to train human resources to ensure quality. The province also assigned the education, finance, and social policy banking sectors to further study policies related to human resource training.
In 2024, the labor sector, the Provincial Federation of Labor and the Provincial Youth Union... have consulted on organizing and implementing many activities to connect labor supply and demand. Since the beginning of the year, units have organized over 100 job fairs such as "Job Fair", "Job Fair", "Online Job Fair"... to provide job market information to workers and support labor resources for businesses in the area.
Vocational training institutions in the province also determined that the key to improving the labor training index is that vocational training in the province must have good quality. The representative of the leadership of the College of Construction Mechanics (Chi Linh) said that it is very difficult for vocational schools to invest in equipment to keep up with businesses. In order to create conditions for all organizations and individuals to easily access full information on labor, vocational training, and job referrals, the Department of Labor, War Invalids and Social Affairs always focuses on improving the quality of administrative reform.
The Department regularly reviews and evaluates related administrative procedures, advises the Provincial People's Committee to abolish the list of overlapping and inappropriate administrative procedures, and shortens the processing time. In 2024, the Department received and processed 5,267 administrative procedure files related to labor training. All files were processed correctly and ahead of schedule.
To continue improving the labor training index ranking, in the coming time, the labor sector will continue to coordinate with related units to promote solutions for training high-quality human resources to meet the recruitment and labor use needs of businesses and investors.
