The Politburo has just signed and issued Regulation 114-QD/TW of the Politburo on controlling power, preventing and combating corruption and negativity in personnel work.

According to scientists and party members, the birth of this Regulation demonstrates the Party's determination to form and build a fair and honest political culture, helping to strengthen people's trust in the Party and State.

This regulation takes effect from the date of signing on July 11, 2023, replacing Regulation No. 205-QD/TW dated September 23, 2019 of the Politburo on controlling power in personnel work and combating the abuse of power and positions.

Demonstrate transparency and trust in leadership

Highly appreciating Regulation 114-QD/TW of the Politburo on controlling power, preventing and combating corruption and negativity in personnel work, Associate Professor, Doctor, Senior Researcher Ha Quy Quynh, Head of the Organization-Personnel and Inspection Department and Head of the Organization Department of the Party Committee of the Vietnam Academy of Science and Technology, said that Regulation 114-QD/TW has basic content based on Regulation 205 and has many new points and contents to suit the actual situation.

People are the most valuable asset, personnel work is human work, the first and key work of all Party work, demonstrating the Party's direct leadership in personnel work. Regulation 114-QD/TW was issued promptly to serve the Party's leadership in the new period.

Personnel work is difficult work, related to many social issues such as: life, culture, customs, qualifications, conditions... of each specific case, so it is impossible to apply a model to all cases, so it is necessary to apply appropriately to achieve the effectiveness and goals of the Regulation.

Notably, Regulation 114-QD/TW has some new points such as: the title of the regulation has added the phrase "corruption, negativity" to show the "corruption, negativity" issues that may occur in personnel work in the new period.

Regulation 114-QD/TW is of great significance in preventing and combating corruption and negativity, enhancing transparency and reliability of leadership, especially effective at important times of the Party and the country such as: mid-term review of the Party Congress in the entire Party; gaining mid-term trust in the entire political system; preparing cadres at all levels for the next term.

The Party and the State have also issued many documents throughout the system to create connectivity with Regulation 114-QD/TW: Cadre planning; Appointment of cadres; Regulations on title standards; Regulations on cadre training; Regulations on asset declaration; Regulations on emulation and rewards; Regulations on policies and regimes; Regulations on cadre data...

"The application of this regulation brings fairness in the distribution of power and ensures people's trust in the Party and State, thereby building a political culture of fairness, justice, and integrity, contributing to realizing the aspiration of building our country into a prosperous and happy one," Associate Professor, Dr. Ha Quy Quynh emphasized.

Associate Professor, Doctor Ha Quy Quynh proposed that in the coming time, our Party and State need to widely deploy to the entire political system, Party committees at all levels, and Party members; synchronously combine regulations; set the goal of Party building and Party development as the core; ensure specificity, not apply uniformly and mechanically; and strictly reward and punish.

Strengthening accountability for power control

If in the past, corruption was "petty corruption", individual, simple, and fragmented, now, with the development of the market economy, corruption has "transformed" into an organized "group interest" that not only has close connections and collusion between people with positions and powers in state agencies but also connections with businesses...

To effectively implement Regulation 114-QD/TW, according to artist Hoang Ha The, all levels of government from central to local levels need to organize and implement a mechanism to control state power in preventing and combating corruption and negativity.

Agencies, units and individuals who do well should be promptly commended, rewarded and honored; conversely, units and individuals who do not do well should be corrected, reminded and disciplined if there are violations; the causes of advantages, disadvantages and limitations should be pointed out, from which experience can be drawn and solutions proposed to overcome them.

In addition, relevant agencies, units and individuals need to seriously self-examine, self-correct, and recognize their limitations and weaknesses in order to correct shortcomings and defects before the Party, the State and the people. The head of each agency and unit must practice setting an example to truly be a nucleus of solidarity, purity and integrity in all aspects in order to be able to lead and direct subordinates, win people's hearts, and bring benefits to the Party, the State and the people.
