Hai Duong City has developed a specific plan to relocate households when demolishing Binh Minh apartment complex. However, the implementation process still has some problems.
There is a plan
Buildings B2, B3 and B4 of Binh Minh apartment complex in Hai Duong city are subject to demolition to ensure safety. Faced with this reality, Hai Duong city has developed a specific plan to provide housing for households living in these buildings but still faces some difficulties.
Binh Minh apartment complex was built in 1974. All three buildings B2, B3 and B4 have been announced by the Provincial People's Committee as having a construction quality inspection conclusion of a level D dangerous construction, not meeting the conditions for use. The building is in a state of overall danger and must be demolished to ensure safety.
After the announcement of the construction quality inspection results, in April 2023, Hai Duong City developed a comprehensive plan to gradually relocate people to new housing to ensure safety.
Through the review and statistics of the local government, 3 buildings of Binh Minh apartment complex have 240 households. The city has classified these households. Depending on each different subject, Hai Duong city proposes different housing mechanisms and policies such as resettlement arrangement, renting, buying social housing according to the State's regulations.
According to the People's Committee of Hai Duong City, since July 2023, the city has completed the relocation of all 80 households in building B4 Binh Minh to the HUDIC apartment complex. Building B4 has been fenced and has installed danger warning signs. Currently, the HUDIC apartment complex has 16 social housing apartments. The city has developed a plan to relocate 16 households on the 5th floor of building B2 here and has held a meeting with these households to notify them specifically.
For the remaining households in buildings B2 and B3, the city has promoted and mobilized households to proactively find accommodation and move out of these two buildings to ensure safety until the Ta Quang Buu apartment project is completed and put into use.
“My family and many other households in this apartment complex have been informed by the local government about the plan to relocate to the HUDIC building since the end of 2023, but have not been able to move yet. After the recent storm No. 3, households here had to relocate to ensure safety, but in the long term, we hope to soon be arranged to a new place to live and work in peace,” said Ms. Nguyen Thi Thanh Thu, who is living on the 5th floor of building B2 of the Binh Minh apartment complex.
But there is still a problem
Currently, the Provincial Construction Investment Project Management Board is carrying out procedures to implement the Ta Quang Buu Apartment Complex Project in Binh Han Ward (Hai Duong City). This is a social housing project designed to build 2 buildings, each 18 floors high with a total of 390 apartments. This project aims to arrange a social housing fund to serve the relocation of households living in old, degraded, unsafe collective housing and apartment buildings in Hai Duong City who are eligible for social housing policies according to regulations.
A representative of the Hai Duong City People's Committee said that although specific plans have been developed to relocate households in the Binh Minh housing complex, the city is currently facing some difficulties and obstacles in the implementation process. The city has reported and proposed solutions and is coordinating with the Department of Construction and specialized agencies of the province for guidance and solutions.
Through the reporter's investigation, the current problems are mainly related to funding to support the relocation and renting of houses for households in Binh Minh apartment complex. For households that have been granted land use right certificates, there are no specific regulations for resettlement arrangements. Currently, the economic contract on the management of state-owned housing funds between Hai Duong City People's Committee and HUDIC Urban Infrastructure and Housing Development Investment Joint Stock Company has expired. Therefore, the organization of relocation and signing of house rental contracts with households that have moved to HUDIC apartments has no basis for implementation.
The buildings in Binh Minh apartment complex have seriously degraded. The need to quickly remove obstacles, move all remaining households out of here and demolish these buildings must be carried out urgently to ensure the safety and livelihood of the households.
