Urgently put Bach Mai Hospital and Viet Duc 2 into use

Deputy Prime Minister Le Thanh Long requested relevant ministries and agencies to focus on resolutely and effectively implementing related tasks and solutions to soon complete the construction, handover, and put into use the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital.

The Government Office has just issued Notice 57/TB-VPCP dated February 24, 2025 concluding the visit and inspection of the Investment Project to build Facility 2 of Viet Duc Friendship Hospital and the Investment Project to build Facility 2 of Bach Mai Hospital in Ha Nam province.

The conclusion announcement stated that in order to remove difficulties and obstacles of the two projects and promptly implement the direction of the Central Executive Committee and the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste and negativity, the Government has agreed to have a political decision with the issuance of Resolution No. 34/NQ-CP.

Appreciating the efforts, positivity and proactiveness of the Ministry of Health, the Ministries, agencies: Construction, Justice, Planning and Investment, Finance, the Government Office, relevant agencies, organizations and individuals who have closely coordinated and thoroughly implemented the direction of the Party and State leaders in the process of building, completing and submitting to the Government for promulgation of Resolution No. 34/NQ-CP to soon restart the implementation of the 2 projects, promptly put them into use, serve the work of caring for and protecting people's health, avoid waste, and at the same time contribute to reducing hospital overload, especially specialized hospitals and improving the quality of medical examination and treatment for people.

The Deputy Prime Minister basically agreed with the opinions of ministries and agencies on urgently implementing Resolution No. 34/NQ-CP of the Government, focusing on removing difficulties, obstacles, and long-standing problems, restarting projects, and not wasting state assets and capital.

Completing and putting these two projects into use in 2025 under the direction of the Government and the Prime Minister requires great efforts, drastic actions, high determination, and close coordination of the Ministry of Health, investors, contractors, and relevant ministries and agencies.

To ensure the early completion of construction, handover and putting into use of these two hospitals according to regulations, the Deputy Prime Minister requested the Ministry of Health, investors, contractors and related units to focus maximum human resources, time, intelligence, planning, allocating time and resources in the most optimal way to complete tasks and work in the shortest possible time, in the spirit of "running while queuing", not letting "this work wait for that work", construction "3 shifts, 4 teams" to shorten the completion time to put the two hospitals into operation at least 1 month earlier than planned (before November 30, 2025).

The Ministry of Health, investors and relevant agencies proactively discuss, coordinate and agree to remove obstacles in handling specific situations. It is necessary to organize meetings and work directly, and avoid the situation of documents being sent back and forth many times, causing delays and congestion in work.

The investor urgently completes the submission and documents related to the appraisal of the construction estimate of the electromechanical works and sends them to the Ministry of Construction for further appraisal. The Ministry of Construction directs specialized units to organize the appraisal and have an appraisal report according to regulations, no later than March 3, 2025.

Contractors proactively and closely coordinate with investors to increase human resources, materials, equipment, and organize the simultaneous implementation of projects, in the spirit of "3-shift, 4-team construction", "overcoming the sun, overcoming the rain", ensuring labor safety and construction quality to complete and soon put these two hospitals into use.

The Ministries of Construction and National Defense, according to their assigned functions, tasks and powers, direct relevant agencies and units to closely coordinate with the Project Management Board and the Ministry of Health in the implementation and completion of these two projects.

The Ministry of Health directed Viet Duc Friendship Hospital and Bach Mai Hospital to proactively coordinate closely with investors and contractors during the process of completing construction and purchasing medical equipment; prepare medical human resources and other conditions to effectively operate the two hospitals immediately after the two projects are completed and put into use.
