Overcoming the situation of cadres, civil servants and public employees quitting, avoiding and pushing things away

On the afternoon of December 20, the Ministry of Home Affairs held a national online conference to review the work of the home affairs sector in 2023 and deploy tasks for 2024. Deputy Prime Minister Tran Luu Quang attended and directed the conference.

Comrade Nguyen Minh Hung, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Administrative Reform Steering Committee chaired at the Hai Duong bridge point.

In 2023, with the motto of action "Solidarity, discipline, exemplary, innovative, creative, effective", focusing on "3 breakthroughs, 4 focuses", the home affairs sector basically completed a large volume of assigned tasks. In particular, proactively innovate public service and civil servant management activities; promote decentralization, delegation of authority and innovate recruitment, civil servant promotion exams, and civil servant promotion. Timely advise on adjusting the basic salary to increase by 20.8%, advise on submitting to the National Assembly for approval of salary policy reform according to Resolution No. 27 of the 7th Central Conference, term XII, to be implemented from July 1, 2024.

The Ministry of Home Affairs has advised the Government to issue regulations on implementing innovation, rearranging the apparatus in the political system to be streamlined, operate effectively and efficiently, and streamline the payroll associated with restructuring the team of cadres, civil servants and public employees according to job positions. Localities have focused on implementing the review and rearrangement of administrative organizations, reducing 13 departments and other administrative organizations under the Provincial People's Committee; reducing 2,572 divisions and equivalent organizations under the specialized agencies of the Provincial and District People's Committees nationwide. From January 1 to December 15, 2023, streamlining the payroll by 7,151 people (the Central Government reduced 146 people and localities reduced 7,005 people).

In addition, the Ministry of Home Affairs proactively resolved difficulties and obstacles in implementing policies for cadres, civil servants and non-professional workers at the commune level. Completed the construction of the National Database on cadres, civil servants and public employees in state agencies and synchronously connected it with the national database on population. The Ministry built a policy mechanism to encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good and focused on solutions to overcome the situation of cadres avoiding, pushing back, and lacking responsibility in performing public duties.

Speaking at the conference, Deputy Prime Minister Tran Luu Quang highly appreciated the results of internal affairs work in 2023. He emphasized that in 2024, with the motto of action "Discipline, exemplary, professional, effective", the whole sector must comprehensively prioritize and focus resources on promoting public service and civil servant reform, basically perfecting the model of public service regime according to job positions; perfecting standards, civil servant titles and standards of titles of civil servants in leadership and management at all levels.

The Department/Board of Personnel Organization of ministries, branches, Department of Home Affairs of provinces and centrally-run cities continue to advise competent authorities to propose, propose amendments, supplements or replacements of legal documents related to the work of reorganizing the apparatus, public service units, and streamlining the payroll. Innovate the operating mechanism, autonomy and self-responsibility mechanism in public service units under the management of the sector and field. Apply information technology and digital transformation to contribute to building a democratic, rule-of-law, modern, professional, public, transparent, streamlined, effective and efficient administration to serve the people.

Speaking at the conference on the content of "Solutions to arrange and improve the quality of operations of public service units in Hai Duong province in the period of 2023 - 2025 according to Resolution No. 19-NQ/TW", Comrade Nguyen Minh Hung, Vice Chairman of Hai Duong Provincial People's Committee emphasized that after 5 years of implementation (2015 - 2021), Hai Duong province has reduced 107 public service units (from 1,097 units to 927 units), achieving the target set out in the resolution. The implementation of the arrangement ensures the procedures and guiding regulations. The system of public service units in the area is gradually streamlined, reasonably structured; operating effectively and efficiently.

In addition to the achieved results, Hai Duong still has some limitations in the process of implementing the resolution such as the completion of mechanisms, policies and legal regulations for public service units are not yet synchronous and complete. Especially in some areas that account for a large proportion of public service staff (education and training, vocational education, health). The system of public service units is still cumbersome, not streamlined and not suitable for reality...

Vice Chairman of the Provincial People's Committee Nguyen Minh Hung proposed that the Ministry of Home Affairs and the Government implement synchronously in reorganizing the apparatus and streamlining the payroll. Strengthen inspection, review and urge the implementation of the resolution to promptly adjust and orient the implementation of tasks.

Prioritize the synchronous development of institutions and the promulgation of policies according to the overall, long-term strategy and vision to be consistent with the objectives set out in the resolution. The organizational arrangement of public service units must inherit the results of task performance, the current status of human resources, and the innovation of the organization and operation of the unit, ensuring that after the rearrangement, public service units will increase their capacity and efficiency in providing public service.

Building mechanisms and policies on autonomy of public service units and socialization of public service provision must be appropriate for each period and stage based on the actual needs of people for public service and resources of the whole society...
