Prime Minister Pham Minh Chinh said the Government plans to spend VND10,000 billion from increased revenue and spending savings to develop science, technology, innovation and digital transformation.
On the afternoon of March 7, chairing a national online conference to disseminate and implement laws and resolutions recently passed by the National Assembly, Prime Minister Pham Minh Chinh said that this is to meet the requirement of allocating at least 3% of total budget expenditure for breakthroughs in science and technology development, innovation, and digital transformation, according to Resolution 57 of the Politburo.
The Government will also allocate many other resources to implement Resolution 57 such as issuing bonds, transferring capital from one place to another... The Prime Minister requested ministries, branches, agencies and localities to develop specific plans and projects so that the Government can allocate the budget.
On December 22, 2024, the Politburo issued Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation. The Resolution stated that science, technology, innovation and national digital transformation are the most important breakthroughs, the main driving force for developing modern productive forces, perfecting production relations, innovating national governance methods, promoting socio-economic development, preventing the risk of falling behind and bringing the country to breakthrough development in the new era.

At the second meeting of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation on March 4, General Secretary To Lam requested agencies to quickly develop and promulgate a list and have a national program for strategic technology development.
The national program for strategic industrial technology development includes a project to develop a system of national key research, testing and laboratory centers, and to establish a strategic industrial development investment fund.
The General Secretary suggested that the Government have policies to develop the semiconductor industry in Vietnam, carefully study the directions of other countries, link ASEAN countries, and make Vietnam an important link in the global supply chain, especially in the field of rare earths.
