Ninh Giang district still has nearly 12,000 people who have not participated in health insurance.

On the afternoon of August 13, the National Assembly Delegation of Hai Duong province supervised at the People's Committee of Ninh Giang district the implementation of Resolution No. 68/2013/QH13 dated November 29, 2013 of the 13th National Assembly on promoting the implementation of policies and laws on health insurance, towards universal health insurance in the province.

According to the report, the health insurance coverage rate from 2020 to 2023 in Ninh Giang district has continuously increased. In 2023, the district's health insurance coverage rate reached 92.21% with 138,867 people participating in health insurance out of a total population of 150,603 people. The whole district still has 11,736 people who have not participated in health insurance.

Ninh Giang is one of three districts with the lowest health insurance coverage rate in 2023 in the province (along with Binh Giang and Kim Thanh districts). Of which, Kim Thanh district has the lowest health insurance coverage rate in the province, reaching only 92.14%.

At the monitoring session, many delegates assessed that the number of people who have not participated in health insurance is mainly the group of people who have not received support for health insurance payment from the state budget; and are not interested in participating in health insurance.

Mr. Nguyen Thanh Van, Vice Chairman of Ninh Giang District People's Committee, said that the district has implemented many solutions to increase health insurance coverage rate such as: Assigning targets to communes, towns, and units; strengthening propaganda and mobilization; improving service attitude, quality of health insurance examination and treatment... However, many people are not aware of the importance of health insurance.

Ninh Giang district leaders proposed innovation in the policy of supporting medical examination and treatment costs and providing health insurance drugs so that people can see the benefits of participating and participating long-term.

At the monitoring session, Comrade Nguyen Khac Toan, Member of the Provincial Party Committee, Vice Chairman of the Hai Duong Provincial People's Council, suggested paying attention to improving the quality of medical examination and treatment under health insurance to increase the rate of health insurance coverage. At the same time, creating conditions to improve the living standards and income of the people.

Concluding the monitoring session, Comrade Nguyen Thi Viet Nga, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Hai Duong province, assessed that Ninh Giang district has implemented many diverse solutions to increase the health insurance coverage rate. However, the number of people who have not participated in health insurance is still high.

He suggested that Ninh Giang district classify subjects who have not participated in health insurance to determine the causes and propose appropriate solutions.
