Today, the National Assembly will hear the presentation of the Proposal and the Verification Report on special mechanisms and policies for investment in the construction of the Ninh Thuan Nuclear Power Project.
Continuing the program of the 9th Extraordinary Session of the 15th National Assembly, on the morning of February 14, the Minister of Industry and Trade, authorized by the Prime Minister, presented the Report on special mechanisms and policies for investment in the construction of the Ninh Thuan nuclear power project. The Chairman of the National Assembly's Committee on Science, Technology and Environment presented the Verification Report.
Afterwards, delegates discussed in the hall the draft Law on Government Organization (amended). The Minister of Home Affairs gave a speech explaining and clarifying a number of issues raised by National Assembly delegates.
In the afternoon, the National Assembly discussed in the hall the draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus. The Minister of Justice spoke to explain and clarify a number of issues raised by National Assembly deputies.
Next, the delegates discussed in groups about: The supplementary project on socio-economic development in 2025 with a growth target of 8% or more; Investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project; Draft Resolution of the National Assembly to pilot a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
Target to put the project into operation in 2030
At the 8th Session, the National Assembly issued Resolution No. 174/2024/QH15, which includes the content on continuing to implement the investment policy for the Ninh Thuan nuclear power project. Implementing the conclusions of the Politburo and the Resolution of the National Assembly, the Government also established a Steering Committee for the construction of a nuclear power plant headed by the Prime Minister. The Steering Committee agreed to put the project into operation in 2030 to ensure security of electricity supply for socio-economic development.
To achieve the goal of putting the project into operation in 2030, the Government recognizes that it is necessary to have specific mechanisms and policies for this project.
Regarding specific mechanisms and policies such as land, resettlement, livelihoods for people, total land use area, contractor appointment, time reduction, etc., the Prime Minister also requested all ministries and branches to propose any mechanism or policy that can be implemented fastest and most conveniently before February 15. The Ministry of Industry and Trade is the standing agency of the Steering Committee and must synthesize and report to the Government to propose to competent authorities to submit to the National Assembly.
Regarding progress, the Prime Minister stated that the project completion time must be shortened compared to the previous plan, by December 31, 2031 at the latest and strive to complete before December 31, 2030 on the occasion of the 85th anniversary of the founding of the country and the 100th anniversary of the founding of the Party. Ministries, branches, localities and agencies must build a progress critical path according to this goal.
The Prime Minister assigned EVN to be the investor of the Ninh Thuan 1 Nuclear Power Plant project, and Petrovietnam to be the investor of the Ninh Thuan 2 Nuclear Power Plant project.
