Today, National Assembly deputies will vote to pass the Law on People's Air Defense, the Law on Trade Unions (amended) and the Law on amending and supplementing a number of articles of the Law on Health Insurance.

On the morning of November 27, National Assembly deputies will vote to pass the Law on People's Air Defense, the Law on Trade Unions (amended), and the National Assembly Resolution on investment policy for the National Target Program on Cultural Development for the 2025-2035 period.

Following that, delegates discussed in the hall the draft Law on Employment (amended). The Minister of Labor, War Invalids and Social Affairs explained and clarified a number of issues raised by National Assembly delegates.

During the afternoon session, from 2:00 p.m. to 4:45 p.m., National Assembly deputies voted to pass the Law amending and supplementing a number of articles of the Law on Health Insurance; voted to pass the Resolution on investment policy for the National Target Program on Drug Prevention and Control until 2030; and discussed in the hall the draft Law on Special Consumption Tax (amended). The Deputy Prime Minister and Minister of Finance explained and clarified a number of issues raised by National Assembly deputies.

Then, from 4:45 p.m., the National Assembly held a separate meeting on personnel work.

According to the Ministry of Health, amending and supplementing the Law on Health Insurance is necessary to ensure that people can participate in appropriate groups; ensuring the rights of health insurance participants are consistent with health care needs, professional requirements and the fund's payment capacity.

The amended and supplemented Law will facilitate the provision and use of health insurance examination and treatment services; improve the efficiency of grassroots health care operations and the efficiency of fund management and use.

The draft law includes four policy groups: Adjusting the subjects participating in health insurance in line with relevant legal provisions; adjusting the scope of health insurance benefits in accordance with the contribution level, fund balance and health care requirements in each period; adjusting relevant health insurance regulations according to the level of technical expertise in medical examination and treatment and promoting the role of grassroots health care in primary health care and medical examination and treatment under health insurance; effectively allocating and using health insurance funds.

The draft law focuses on amending and supplementing regulations that need to be unified and synchronized with related laws, overcoming urgent shortcomings of current laws, having full information and data, reaching consensus, including regulations on switching from 4 levels of medical examination and treatment to 3 levels of technical expertise to promptly take effect from January 1, 2025, in sync with the Law on Medical Examination and Treatment.
