After 3 months of implementation, Hai Phong City has basically completed “phase 1” of the revolution to reorganize and streamline the apparatus according to the Central’s policy. The entire political system of the city has made great efforts to complete a large amount of work with high efficiency with a new, drastic approach, in line with the direction of the Central, the City Party Committee and the Standing Committee of the City Party Committee.

Initially, the organizational structure of the city's political system has reduced 15-20% of its focal points; some agencies and units have reduced more than 50% of their focal points. The Standing Committee of the Hai Phong City Party Committee has arranged, mobilized, and appointed 79 personnel from 35 agencies, units, and localities with high consensus, affirming solidarity and unity in implementation.
