Hai Phong plans to report to the Ministry of Home Affairs the plan to arrange commune-level administrative units this March.

According to information posted on the Hai Phong City Electronic Information Portal, the City People's Committee has just issued a Plan to implement the Project to continue rearranging administrative units of Hai Phong City according to Conclusion No. 127-KL/TW of the Politburo and Secretariat.

The plan aims to thoroughly grasp and widely propagate the policy of the Central and City Party Committee on reorganizing and streamlining the apparatus of the political system, creating changes in awareness, action, determination and unity of the entire political system from the city to the grassroots, the team of cadres, party members, civil servants, public employees and workers; creating trust, consensus and support of the people and public opinion in implementing the project.

Strengthen solidarity, focus on leadership, direction, administration and implementation of socio-economic development tasks in the locality, ensure the process of implementing the arrangement and streamlining of the organizational apparatus and not affecting the operations of agencies, units, people and businesses.

Clearly assign tasks, responsibilities and coordination among departments, branches, sectors, district and commune People's Committees in leading, directing and organizing the implementation of the project; specifically identify tasks, roadmap, time, completion progress, responsibilities of agencies, units and localities in implementing the project to ensure timeliness, synchronization, unity, quality and efficiency, with a proactive spirit, while working, updating and supplementing the project according to the guidance, direction and orientation of the Central and the city.

The project development must ensure objectivity, democracy, science, specificity, depth, openness, closely follow the direction and guidance of the Central Government and be close to the local practical situation, in accordance with the planning and strategy for local socio-economic development, historical conditions, traditions, culture, ethnicity, religion, beliefs, customs, practices, geographical and natural conditions, and residential community; carefully assess the impact of the arrangement plan, forecast, identify difficulties, problems and inadequacies that arise and develop specific plans and solutions.

The City People's Committee assigned the Department of Home Affairs to preside over and coordinate with departments, branches and sectors to advise on the establishment of the City Party Committee's Steering Committee on the implementation of administrative unit arrangement at all levels of the city. Review the groups of tasks under the authority of the People's Committee and the Chairman of the People's Committee at the district level; proactively propose contents that need to be decentralized (specify the legal documents that need to be amended) and decentralized when implementing the 2-level local government model; propose competent agencies to amend and supplement legal documents in the sectors and fields under their management to remove bottlenecks, difficulties and obstacles (in the direction of basically transferring tasks to the grassroots level for implementation; tasks that cannot be transferred to the grassroots level must clearly state the reasons).

Review, synthesize, and systematize local information to serve the project development: history, culture, population, customs, practices, traffic, geography; natural area, population size; public assets; political organizations, administrative organizations, socio-political organizations, public service units, non-public units and payroll, staff, civil servants, public employees, workers; related planning...

According to the plan, the scheme for arranging commune-level administrative units will be reported to the competent authorities of the city and the Ministry of Home Affairs in March 2025; the project will be completed and submitted to the Ministry of Home Affairs, the Government, and the National Assembly Standing Committee in May 2025 (in case the Central Government has other regulations, it will be implemented according to the Central Government's schedule).

For the plan and project to arrange administrative units at district and provincial levels, it is implemented according to the plan and instructions of the Central Government.

The City People's Committee requested agencies, units and localities to step up information, propaganda and mobilization work for cadres, party members, civil servants, public employees and people to create consensus and high support for the project development policy.
