The goal of completely eliminating temporary and dilapidated houses by 2025 in Hai Duong is expected by the poor to realize their dream of a safe place to live without rain or sunlight.

Ms. Mac Thi Ngan (76 years old) in Thanh Tan commune (Thanh Ha) has been a near-poor household for many years. Currently, Ms. Ngan lives alone in a house built more than 40 years ago, which is seriously degraded. Every day, she catches crabs, snails, and takes care of 2 sao of lychee, which sometimes has a good harvest, sometimes has a bad one, so her income is very low.
Her two daughters are married but their financial situation is still difficult, so they can only help their mother with a little money for food and medicine, but cannot help build a house. The third storm this year has made her house even more dilapidated, at risk of collapsing at any time.
Recently, when she learned that the government has a policy to support the construction of houses for poor households, those living in temporary or dilapidated houses, Ms. Ngan registered to receive support. “I am old and have no source of income. My monthly medical expenses are already difficult, so where can I get money to build and repair a house? Now I just hope that the government will pay attention and support me so that I can have a more stable place to live, away from the current situation of sun and rain,” Ms. Ngan shared.
Mr. Nguyen Dinh So and his wife in Dai La village, Hiep Cat commune (Nam Sach) are both over 80 years old this year. Due to their old age, poor health, and their children's difficulties, they have been living in a dilapidated level 4 house for many years. The tiled house has been damaged by the sun and rain. The old tiles keep cracking and breaking, and every time they ask someone to replace one tile, another one breaks.
Many times, they had to helplessly watch the sun shine down on the house or use basins to catch rainwater. Every few days, they had to sweep away the peeling plaster from the walls.
Although the house is so dilapidated, because of the family's financial situation, the couple only dares to ask for support to repair the house. "My wife and I are old, and we don't know how much time we have left. My wife and I don't have money, so we just hope to receive support to repair it so that life will be less miserable and the house will be cleaner," said Mr. So.
Mobilize all support resources
As soon as the Prime Minister directed to step up the implementation of eliminating temporary and dilapidated houses nationwide, Hai Duong resolutely took action, with the goal of ensuring that by the end of 2025, it will complete housing support for meritorious people and eliminate temporary and dilapidated houses for the people.
The Provincial Party Standing Committee has decided to establish a Steering Committee to implement the elimination of temporary and dilapidated houses in the province, headed by the Provincial Party Secretary.
Immediately afterwards, the Chairman of the Provincial People's Committee also signed and issued a Plan to respond to and implement the peak emulation campaign "Joining hands with the whole country to eliminate temporary and dilapidated houses in 2025" in Hai Duong province. Accordingly, deploy and respond to the emulation movement with practical content, rich, extensive, synchronous and consistent forms from the province to the grassroots, contributing to mobilizing all resources to eliminate temporary and dilapidated houses in the province.
The Department of Labor, War Invalids and Social Affairs is assigned to preside over the review of data on temporary and dilapidated houses that need support for poor households, near-poor households, and households in difficult circumstances in the area. The Department of Labor, War Invalids and Social Affairs has issued a document requesting the People's Committees of districts, towns, and cities to direct relevant agencies to coordinate with the People's Committees at the commune level to organize the review, identification, and classification of temporary and dilapidated houses (on legal land) for poor households, near-poor households in the area under their management according to the criteria and principles in the official dispatch of the Department of Construction. It clearly states that each case of support proposal must have a photo attached.
Up to now, localities have stepped up propaganda so that poor households can apply for approval, and at the same time urgently review according to regulations to ensure the right subjects.
Mr. Do Xuan Bien, Chairman of the People's Committee of Lac Phuong Commune (Tu Ky) said that as soon as the policy on reviewing housing support needs for people with meritorious services, relatives of martyrs, and the poor was received, the commune widely informed on the radio system so that all people could understand.
Based on the list of registrants, the commune will set up an inspection team to check whether the subjects are correct and meet the criteria for support in an objective, transparent and fair manner. After visiting each house to survey, the commune will make a list and send it to the district's functional department.
NGOC THANHAccording to information at the meeting on the morning of November 26 of the Steering Committee for the implementation of eliminating temporary and dilapidated houses in the province, Hai Duong plans to support 80 million VND/newly built house and 40 million VND/repaired house.
Funds are used from central support, from the "Gratitude" Fund, the "For the Poor" Fund of the province and the provincial budget support.
