Hai Duong overcomes incidents, maintains safety of dikes and canal banks

In recent days, due to the impact of heavy rain and floods, the water level of rivers in Hai Duong area has risen, causing many incidents in dike and irrigation works. Forces have urgently resolved and ensured the safety of the dike system and irrigation works.

Comrade Tran Van Quan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue directly directed the handling of the incident of overflowing the Sat River in Hai Duong City.

Chi Linh City has more than 23 km of central dykes and more than 13 km of local dykes. The water levels of Thai Binh and Kinh Thay rivers continuously rose, causing 6 dike incidents in Dong Lac, Co Thanh wards and Hung Dao commune. As soon as they were discovered, the city's functional forces mobilized forces, vehicles and materials to promptly handle local water leakage, landslides and overflows. At the same time, warning signs were put up and forces were assigned to be on duty 24/7 to monitor.

In addition to the dike, in Chi Linh City there is also a risk of water incidents when the Do Xa bank in Hoang Tan ward is at high risk of overflow. To proactively respond, the locality has prepared enough materials and is ready to handle the incident.

As soon as the incident of water seepage and leakage at the left dike of Thai Binh River through Thanh Hong commune was discovered, Thanh Ha district immediately dispatched forces to handle the situation by dredging drainage ditches and conducting waterproofing. These locations were strictly guarded and monitored. The district followed the "4 on-site" principle when handling incidents. In addition, the district promptly handled 3 overflow prevention incidents in Thanh Cuong, Vinh Lap, Thanh Son communes and 1 dike slope landslide incident in Hong Lac commune.

In Hai Duong City, the rising water level of the Sat River caused an overflow point in Le Thanh Nghi Ward on the evening of September 11. The city mobilized forces to respond promptly, handle the incident from the first hour, and make efforts to fix it as soon as possible. At the same time, it also actively propagated to people not to panic or worry but to follow the instructions of the authorities and local governments.

On the Bac Hung Hai irrigation system, due to the high water level, exceeding the design threshold, about 90 points of the canal banks locally overflowed and were at risk of overflowing. Faced with this situation, 7 districts and cities in the province where the Bac Hung Hai system passes through quickly responded by filling the canal banks with soil, raising the canal banks or building sandbags to block the water.

Mr. Nguyen Gia Thanh, Deputy Director of Bac Hung Hai Irrigation Works Exploitation Company Limited, said that the localities were very proactive and positive in handling the incident. The unit also assigned forces to strengthen the inspection of the route, coordinate with localities from district to commune level as quickly as possible to urgently fix the incident and ensure the safety of the canal.

In addition to the local shock troops participating in handling the incident, many people enthusiastically volunteered to help with the desire to contribute their efforts and quickly fix the incident to ensure safety. Mr. Dao Lam Phuong in Thanh Lap village, Gia Luong commune (Gia Loc) is a war invalid but was present early to help fix the Dong Trang canal landslide. Mr. Phuong said that not only himself but also many women were enthusiastic, each with a task. Therefore, within just 4 hours, the incident was fixed.

According to the Steering Committee for Natural Disaster Prevention and Search and Rescue of Hai Duong province, as of 5:00 p.m. on September 11, 44 dike incidents and 92 irrigation incidents occurred in the province due to the impact of storm No. 3. Most of the incidents have been resolved, while a few incidents are being handled, striving to handle them as quickly as possible. The provincial forces are still making efforts to inspect, detect, and promptly handle dike and irrigation incidents with a high spirit of determination, ensuring maximum safety for the system of works under the pressure of rain and floods.
