Hai Duong strongly fights against corruption and negative crimes

In recent times, with the motto "one case to warn the whole region", "no forbidden zones, no exceptions, no matter who the person is", the provincial police have proactively coordinated to grasp the situation, step up the fight against crimes in the fields of economics, corruption, and positions.

According to the provincial police leader, in 2023, the province has cracked down on many corruption, economic and position cases in many fields. Hai Duong is one of the localities that has been early in fighting against crimes in the vehicle inspection and labor unions.

The report of the Provincial Steering Committee 138 shows that in 2023, the province's two-level law enforcement agencies discovered and prosecuted 26 cases, 69 defendants for crimes related to corruption and positions, an increase of 12 cases, 33 defendants compared to 2022. Many large, complicated cases that took place over a long period of time have been solved. Typically, the clarification of 10 subjects who committed the crimes of violating regulations on investment in construction works causing serious consequences and lack of responsibility causing serious consequences occurring from 2011-2013 at Pha Lai Thermal Power Joint Stock Company causing a loss of nearly 26.5 billion VND. The clarification of 10 subjects who committed the crime of violating regulations on bidding causing serious consequences occurring at Vicem Hoang Thach Cement One Member Co., Ltd., causing a loss of more than 22.2 billion VND is also a typical example.

The district-level police agency also resolutely fights against this type of crime, especially violations related to land, implementation of policies for people with meritorious services, support policies of the Party and State related to the epidemic... Notably, the Thanh Mien district police clarified that Truong Van Dat (born in 1982, in Tho Truong village, Lam Son commune, Thanh Mien) is a cultural and social officer of Lam Son commune who forged the handwriting and signatures of 118 people worshiping 123 martyrs, created settlement records to appropriate a total of more than 172 million VND in martyr worship subsidies.

Positive prevent

In 2023, the Provincial Steering Committee for Anti-Corruption and Negativity will focus on directing the dissemination and full and timely implementation of resolutions, directives, conclusions, regulations and guidelines of the Central Government and the Provincial Party Committee on anti-corruption and negativity work, in conjunction with the implementation of political tasks in the locality. The Steering Committee also directs the prosecution agencies and relevant agencies to strengthen coordination and promptly remove difficulties and obstacles to speed up the settlement of cases and incidents under monitoring.

Last year, the Provincial Steering Committee for Anti-Corruption and Negativity brought 12 criminal cases (10 cases of corruption, 2 cases of economic crimes), 1 case under monitoring and direction. The Steering Committee directed law enforcement agencies to resolve 9 cases.

The work of preventing corruption and negativity has also been strengthened in each Party Committee, agency and unit to prevent early and from a distance, promptly detect and handle violations. In 2023, Party Committees at all levels disciplined 2 Party members, and the Inspection Committees at all levels disciplined 4 Party members for violations related to corruption and negativity. The inspection sector conducted 881 inspections and checks, detected economic violations with an amount of more than 100 billion VND, and recommended the recovery of more than 61.3 billion VND.

Along with prevention and combat, the province has well implemented the Central's directives on strengthening the Party's leadership in the recovery of lost and misappropriated assets in criminal cases of corruption and economic crimes.

According to the Provincial People's Procuracy, in order to carry out the above task, the unit proactively assigned prosecutors to handle criminal information sources, coordinate in approaching and thoroughly studying the case file. Propose inspection and verification requirements no later than 3 days from the date of receipt. Focus on requesting the investigation agency to verify the assets and origin of the assets of the subject. From there, request the investigation agency to apply measures to manage information about the assets of the denounced person, apply measures to seize, temporarily hold, attach assets, and freeze accounts for sources of information about corruption, economic, and position crimes to serve the recovery of misappropriated assets.

Thanks to the drastic participation of the prosecution agencies and related units, in the five provinces, more than 42.6 billion VND out of a total of more than 66 billion VND caused by corruption and position cases was recovered, reaching nearly 64.6%.
