In Hai Duong, 55 commune-level administrative units have been arranged, reducing the total number of communes, wards and towns in the province from 265 to 235 units. At the National Online Conference on the implementation of the arrangement of district and commune-level administrative units for the 2023-2030 period on July 31, Prime Minister Pham Minh Chinh emphasized that the arrangement of administrative units is difficult, sensitive, and complicated, involving many people and many sectors, affecting people, businesses and other entities. However, in response to the country's development requirements, the arrangement of district and commune-level administrative units is a necessary requirement to streamline the administrative apparatus, enhance the effectiveness and efficiency of state management, and create favorable conditions for people and businesses. The Directive on strengthening leadership and direction of the implementation of the arrangement of commune-level administrative units in the province for the 2023-2030 period of the Standing Committee of the Hai Duong Provincial Party Committee also sets the goal of striving to complete the arrangement of commune-level administrative units for the 2023-2025 period before November 30, 2024; Phase 2026-2030 to be completed before November 30, 2029.

Promoting the results and experiences achieved in the 2019-2021 period, in order for the administrative unit arrangement in the 2023-2025 and 2026-2030 periods to be highly effective, Party committees, authorities, the Fatherland Front and organizations at all levels need to continue to effectively implement resolutions and directives on the arrangement of administrative units at the district and commune levels; strengthen leadership and direction in implementing the arrangement of administrative units at the local level in the 2023-2030 period according to regulations. Attach importance to propaganda and mobilization work, do a good job of grasping public opinion to create high consensus in the implementation process.
