Hai Duong points out the slowness to prevent waste

Slow progress in implementing tasks is the cause of waste. To combat waste, it is necessary to speed up progress and thoroughly resolve limitations in specific areas and tasks.

Recently, the Politburo decided to add functions and tasks on waste prevention to the Central Steering Committee on Anti-Corruption and Negative Practices; at the same time, the Steering Committee has a new name: Central Steering Committee on Anti-Corruption, Waste and Negative Practices. This shows the Party's new determination to fight waste.

Previously, General Secretary To Lam wrote an article titled “Fighting Waste”. The article emphasized the importance of preventing waste in the current context in order to mobilize people’s strength and increase resources for the country. Waste prevention is facing new, urgent and pressing requirements and tasks. The General Secretary assessed that waste is still quite common, in many different forms, and has been causing many serious consequences for development.

In Hai Duong, there are also cases of waste. From 2023 to present, the Provincial Party Committee, People's Council, and People's Committee have directed all levels and sectors in the province to inspect, review, evaluate, and classify investment projects outside industrial parks that are behind schedule and not implemented in accordance with regulations. Through two rounds of reviewing nearly 2,000 investment projects outside industrial parks, the provincial authorities have identified 276 projects that are behind schedule and not implemented in accordance with regulations. Along with provincial-level investment projects, 750 investment projects of business households approved for investment by the district-level People's Committees were also inspected. Thereby, 155 projects were identified as behind schedule and had problems that needed to be resolved and handled.

After the administrative unit arrangement in the period of 2019 - 2021, the whole province has a surplus of 30 public headquarters. Implementing the arrangement and handling plan, localities will retain and continue to use them; arrange workplaces for other agencies and units; transfer them to schools, build cultural houses, historical and cultural relic sites or auction them. However, many headquarters have not yet promoted their efficiency and function when converted. The auction of surplus headquarters to create resources for local development is very slow. In the period of 2023 - 2025, Hai Duong has 56 commune-level administrative units subject to arrangement and merger. After the arrangement, the whole province will have a surplus of 28 headquarters. Although there is a plan, the effective use of surplus headquarters is forecasted to be difficult and prolonged in the coming time...

The article “Fighting against waste” by General Secretary To Lam proposed 4 key solutions to prevent waste. Quickly grasping and seriously implementing the directions and instructions of the General Secretary, on November 1, 2024, the Standing Committee of Hai Duong Provincial Party Committee announced the conclusion on strengthening the implementation of waste prevention work in the province.

The Provincial Party Committee Standing Committee assigned the Party Committee of the Provincial People's Committee to direct the People's Committee to be more drastic in implementing the work of preventing and handling waste. The Provincial Party Committee Standing Committee requested a report on the results of directing the handling of investment projects in production and business outside industrial parks that are behind schedule and do not comply with regulations in the province before November 30, 2024. Resolutely direct the implementation and strengthen inspection and supervision of the progress of the implementation of the public investment plan; focus on removing difficulties and obstacles in public investment projects, key works and projects of the province to strive to disburse all assigned capital plans for 2024. Currently, the progress of public investment is still slow, by the end of October, the estimated cumulative capital payment of the province has only reached nearly 40% of the plan.

On October 14, at the 7th meeting, the Provincial Steering Committee for Anti-Corruption and Negativity also assigned the Department of Justice to review the progress of advising on the issuance of legal documents of departments and branches; consider and clarify the responsibilities of individuals and groups in the delay in advising on the issuance of legal documents, leading to the delay in implementing new State policies in the province.

It can be seen that slow clearance and handover of land; slow implementation of projects; slow disbursement of investment capital; slow handling of surplus headquarters; slow implementation of new policies... are direct causes of waste.
