The Hanoi People's Committee has directed a number of key tasks to rearrange and handle the city's headquarters and public service facilities in the coming time effectively, economically, and against waste.
On March 7, the Hanoi People's Committee issued Official Dispatch No. 793/UBND-KT on rearranging and handling office buildings and public service facilities in the area.
In order to effectively and economically rearrange and handle the city's headquarters and public service facilities in the coming time, and to combat waste, the City People's Committee has directed a number of key tasks.
Specifically, for the headquarters and offices of departments, branches, sectors, units under the city, specialized departments at the district level, and commune-level People's Committees after the arrangement, streamlining of the apparatus, and arrangement of administrative units: In the immediate future, departments, branches, and units under the city will use the original headquarters and offices before the arrangement, streamlining of the apparatus, and handle assets when implementing the arrangement of the apparatus in accordance with the instructions of the Ministry of Finance; at the same time, review and develop a plan for the arrangement and rearrangement of stable and long-term headquarters and offices under their management, and send it to the Department of Construction for synthesis. To be completed in March 2025.
The City People's Committee assigned the Department of Construction to preside over and coordinate with the Department of Finance and relevant agencies and units to advise and report to the City People's Committee on the overall plan for arranging and rearranging the headquarters and offices of the departments, branches, sectors and units under the city after the arrangement and streamlining of the apparatus to ensure connectivity, synchronization, suitability and effective operation. To be completed in May 2025.
Based on the overall plan approved by the City People's Committee, the departments, branches, sectors and units under the city are assigned to urgently declare and propose plans to rearrange and handle houses and land for redundant headquarters and offices that are no longer in need of use, send them to the Department of Finance for synthesis and report to the City People's Committee for approval according to regulations. To be completed in June 2025.
If necessary, based on the proposal of the department, agency, branch, or unit, the Department of Finance shall preside over the review and advise the City People's Committee to consider and decide on the immediate rearrangement and handling of housing and land facilities to be arranged as headquarters and offices of the department, agency, branch, or unit, without waiting for the overall plan to be approved.
The People's Committees of districts, towns and cities shall proactively arrange and reorganize headquarters and offices for specialized departments at the district level and the People's Committees of communes after the rearrangement and streamlining of the apparatus and the arrangement of administrative units to ensure savings and efficiency; promptly develop a plan to rearrange and handle houses and land for redundant headquarters and offices that are no longer needed after the rearrangement and streamlining of the apparatus and the arrangement of administrative units, send it to the Department of Finance for synthesis and report to the City People's Committee for approval according to regulations.
For other headquarters and offices such as departments, branches, sectors, and units under the city, the People's Committees of districts, towns, and cities continue to focus on directing the implementation of contents according to the direction of the City People's Committee in Official Dispatch No. 217/UBND-KTTH dated January 20, 2025 on implementing Official Dispatch No. 125/CD-TTg dated December 1, 2024 of the Prime Minister.
For central housing and land facilities such as the People's Committees of districts, towns, communes, wards and towns, regularly review and grasp information on housing and land facilities under the management of ministries, ministerial-level agencies, and government agencies in the area that are currently not in use or are being used ineffectively, send to the Department of Finance for synthesis, report to the City People's Committee to propose ministries, ministerial-level agencies, and government agencies to transfer or reclaim them to the city for management and handling according to regulations.
