The information was announced by the Hanoi Department of Education and Training on the afternoon of April 2. The Department representative said this was at the request of the Ministry of Education and Training, based on the 2019 Education Law and the regulations on organization and operation of specialized high schools.

According to current regulations, specialized schools are only established at the high school level, there are no middle schools within specialized schools. In addition, high schools will no longer have non-specialized classes.

Ams2 was established in 1992. In 2009, the city decided to turn it into a high-level secondary school training system, creating a source of specialized students for Hanoi. Each year, this system recruits 200 students from about 3,000-5,000 applications.

The incident originated in late February. In a document responding to Hanoi regarding enrollment in grade 6 at Hanoi - Amsterdam High School for the Gifted, the Ministry of Education and Training requested the city to direct this matter in accordance with regulations.

The leader of the Hanoi Department of Education and Training later said that he would propose a plan to stabilize Ams2 enrollment, and at the same time advise the city to request a special mechanism so that this system can operate without violating the law.

In addition to Ams2, the secondary school system of Tran Dai Nghia High School for the Gifted, Ho Chi Minh City, is also affected by this regulation. However, the Ho Chi Minh City People's Committee has decided to separate Tran Dai Nghia High School for the Gifted into two independent schools, including a specialized school and a combined secondary and high school. Secondary school students of the old specialized school will be transferred to the combined school, and new students will be recruited normally, starting from the next school year.
