The project of the Chicken Hatchery and Breeding Chicken Production of Emivest Feedmill Vietnam Co., Ltd. (a 100% foreign-owned enterprise) in Yet Kieu commune (Gia Loc) was decided by the Provincial People's Committee for investment policy at the end of 2020. The total investment capital is nearly 165 billion VND, using more than 26,000 m2Land outside industrial parks and industrial clusters. Production scale of 24 million breeding chickens/year.
The project site has nearly 22,000 m2.2agricultural land of 55 households, the rest is public land managed by the People's Committee of Yet Kieu commune. The enterprise has completed compensation agreements for households with nearly 8 billion VND. Regarding the public land managed by the People's Committee of Yet Kieu commune, the enterprise has supported more than 163 million VND. In 2021, the People's Committee of Gia Loc district submitted a request to change the land use purpose to lease to the company to implement the project. At the same time, the Department of Natural Resources and Environment conducted a review, reported to the Provincial People's Committee, the Standing Committee of the Provincial Party Committee and was directed to unanimously stop leasing land for foreign investment projects outside industrial parks and industrial clusters in the above manner due to non-compliance with land law.
According to the Department of Natural Resources and Environment, although the project area has been agreed upon and compensated by the enterprise, it cannot be considered clean land because there is no payment plan for this amount. However, because the company committed not to deduct the cost of site clearance compensation from the annual land rent, not causing damage to the State budget, the Department of Natural Resources and Environment proposed that the Provincial People's Committee allow agencies and units to continue guiding the enterprise to complete the land lease procedures.
