Driver's license turns pink, adds QR code

This is one of the contents stipulated in Circular 12, effective from March 1, of the Ministry of Public Security, on testing, granting, exchanging, re-granting, revoking and using driving licenses, as well as international driving licenses.

The new driving licenses are printed in both Vietnamese and English, using paper blanks made from PET material or equivalent material, with dimensions of 85.6 x 53.98 x 0.76 mm. On the front, the top left corner will have the National Emblem replacing the previous words "Ministry of Transport MOT". The portrait photo remains the same, located right below the National Emblem.

In the central information field, the license has the date of issue and the issuing authority added, while the signature and seal of the issuing authority in the bottom right corner are removed. The left corner of the license only shows the license class, removing the "valid until" part.

The back of the license will include information such as the type of motor vehicle allowed to drive (written in Vietnamese and English), the date of passing the exam, an anti-counterfeit stamp, and especially a two-dimensional QR code to quickly read and decode the information on the driver's license, and at the same time link to the driver's license information system at the Traffic Police Department.

Driver's licenses will be printed according to the class of vehicle the driver is allowed to drive, with information displayed in both Vietnamese and English. For example, for a Class B driver's license with automatic transmission (including electric cars), it will clearly state: "Issued to people who are only allowed to drive automatic transmission vehicles (including electric cars)".

For cases of granting licenses to people with disabilities, information will be printed separately. For example, a class A1 driving license granted to a disabled person driving a three-wheeled motorcycle for the disabled will state: "Issued to a disabled person who is only allowed to drive a three-wheeled motorcycle for the disabled".

In addition, Class A1 licenses issued before the effective date of Circular 12 will be changed or reissued to Class A with the condition of being limited to driving two-wheeled motorbikes with a cylinder capacity of less than 175 cm3 or an electric motor capacity of less than 14 kW. Similarly, Class B1 automatic licenses issued before the effective date of the Circular will be changed to Class B with the note: "Issued to people who are only allowed to drive automatic transmission cars (including electric cars)".

From March 1, the police sector will take over the issuance and renewal of driver’s licenses and driver testing from the transport sector. More than 1,800 police officers and soldiers have been trained to carry out this work seamlessly, without causing interruption or affecting the work of the people.

People who need to renew their driver's license can do so online via the National Public Service Portal or go directly to the police station at the commune, ward, or town level, or the Traffic Police Department at the provincial or municipal level.
