The Ministry of Transport has set a progress milestone for the remaining packages of the Ho Chi Minh City Ring Road 3 Project, which is expected to complete contractor selection before December 2023.
The Ho Chi Minh City Ring Road 3 project is still behind schedule in terms of site clearance at a component project and in localities. This reality forces the governing body to make efforts to speed up the selection of contractors in order to start construction of the remaining packages.
According to the report of the Ministry of Transport, by the end of September 2023, the Ho Chi Minh City Ring Road 3 Project had completed the selection of contractors for 9/26 packages (Ho Chi Minh City completed 4/14 packages; Binh Duong province completed 2/4 packages; Long An province completed the selection of contractors for all 3 packages; Dong Nai province has just started the mine clearance package, and has not yet selected contractors and started the construction packages).
With the construction packages being implemented, we are building camps, gathering equipment, human resources, input materials, making construction drawings, organic stripping and some items of bored piles, soil cement piles, sand filling for roadbeds...
The Ministry of Transport also set a progress milestone for the remaining bid packages, with the contractor selection expected to be completed before December 2023.
Regarding the land area for the project, according to the approved plan, the land use demand of the project is about 654 hectares. By the end of September 2023, the total land area recovered was about 535 hectares, reaching 82%. Of which, Ho Chi Minh City recovered 387 hectares (reaching 94%), Binh Duong province recovered 94 hectares (reaching 73%), Long An province recovered 50 hectares (reaching 98%).
In Dong Nai province alone, the land clearance work has not met the requirements. Currently, the reclaimed land area has only reached 4 hectares (6%) because the process of land seizure and compensation has not yet determined the origin of some land plots, and 169 households have not been counted yet. In the area, many projects are being implemented simultaneously such as Bien Hoa-Vung Tau Expressway, Long Thanh International Airport, etc.
The total capital allocated for the project in 2023 is more than 32,000 billion VND, including more than 16,100 billion VND from the central budget; nearly 15,900 billion VND from the local budget. As of the end of September 2023, the disbursement value of the project reached 16,380 billion VND, reaching 51%.
According to the assessment from the Ministry of Transport, the disbursement rate of the project is still low, mainly focusing on consulting costs, contract advances, site clearance, and resettlement. Of which, the construction and installation work disbursed nearly 2,000 billion VND, reaching 22%; site clearance disbursed more than 14,400 billion VND, reaching 63%.
Regarding the source of construction materials for the project, according to the report, the estimated demand for roadbed earth materials for the construction of the Ho Chi Minh City Ring Road 3 Project is about 1.6 million m3; roadbed sand is more than 7 million m3; construction sand is about 1.5 million m3; and construction stones of all kinds are about 4.4 million m3.
Survey results show that the source of soil and rock materials is sufficient to supply the project. The current reserve of construction sand and embankment sand only meets about 80% of the demand. Of which, the source of embankment sand meets about 5.8/7.2 million m3, and the construction sand meets about 1.1/1.5 million m3.
With the simultaneous implementation of many new transportation projects and the risk of shortage of sand material supply, the People's Committees of provinces and cities have directed working groups and relevant agencies to conduct additional surveys and work with neighboring localities to coordinate, support, and speed up procedures to extend mining time and increase mine capacity.
The Ho Chi Minh City Ring Road 3 project is over 76km long, connecting Ho Chi Minh City with Dong Nai, Binh Duong, Long An provinces and other localities in the region. This beltway is invested in the scale of a 100km/h expressway, with a divergent scale of 4 lanes and parallel roads on both sides (urban roads with 2-3 lanes) with discontinuous investment. The total investment of the project is nearly 75,400 billion VND, using capital from the central and local budgets. According to the approved roadmap, the project will be basically completed in 2025 and put into operation from 2026. |
