Proposing security regimes and measures to the General Secretary, President, Prime Minister, and National Assembly Chairman

The Ministry of Justice has just announced the appraisal document of the draft Law amending and supplementing a number of articles of the Law on Security, which was drafted by the Ministry of Public Security.

Details of proposed security regime for Party and State leaders

Accordingly, in the bill, the Ministry of Public Security proposes a security regime for people holding high-ranking positions and titles of the Party, State, and the Central Committee of the Vietnam Fatherland Front.

Specifically, for the General Secretary, President, Chairman of the National Assembly, and Prime Minister, security officers are assigned to protect access; protect residence; protect workplace; protect activity locations; ensure security and safety of belongings, items, food, drinks, and means of transportation.

When traveling by car, a police car will be arranged to escort the passengers; when traveling by train, a private car will be arranged; when traveling by plane, a private cabin or aircraft will be used; when traveling by ship, a private ship with means of guidance and escort protection will be used.

For former General Secretary, former President, former Chairman of the National Assembly, former Prime Minister, security officers are assigned to access and their residence is protected.

For the Standing Secretariat, Politburo members are assigned security officers; their residences are protected; their workplaces are protected; when traveling domestically by car, police cars are arranged to escort them if necessary.

For the Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, Vice President, Vice Chairman of the National Assembly, and Deputy Prime Minister, security officers are assigned to access them.

When traveling domestically by car, a police escort vehicle is arranged if necessary. In case a person enjoys multiple security regimes, that person enjoys the highest level of security regime.

Security measures for Party and State leaders

The bill also proposes security measures for people holding high-ranking positions and titles of the Party, State, and the Central Committee of the Vietnam Fatherland Front.

Accordingly, the General Secretary, President, National Assembly Chairman, and Prime Minister are protected; armed patrols and guards are provided at their residences, workplaces, and places of activity; security and safety checks are made at their residences, workplaces, places of activity, belongings, items, and means of transportation.

Test food and drinking water before use; arrange forces to go ahead to grasp the situation, survey to develop and deploy protection plans; apply science and technology, use modern means and technical equipment.

Use of cards, badges; other measures as prescribed by the Law on National Security and the Law on People's Public Security

For the former General Secretary, former President, former Chairman of the National Assembly, and former Prime Minister, access protection is provided; armed patrols and guards are placed at their residences.

For the Standing Secretariat and Politburo members, access protection is provided; armed patrols and guards are provided at their residences and workplaces; forces are deployed in advance to grasp the situation and survey in order to develop and deploy protection plans if necessary.

Application of science and technology, use of modern technical equipment and means; use of cards and badges; other measures as prescribed by the Law on National Security and the Law on People's Public Security.

For the Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, Vice President, Vice Chairman of the National Assembly, and Deputy Prime Minister, access protection is provided.

Arrange forces to go ahead to grasp the situation, survey to develop and deploy protection plans when necessary; apply science and technology, use modern means and technical equipment; use cards and badges; other measures according to the provisions of the Law on National Security and the Law on People's Public Security.

When the political security, order and social safety situation is complicated, increase the force and means to protect the guarded object.

The bill also proposes to issue special protection certificates issued by the Minister of Public Security to security officers for use in performing security duties.
