Preserving the noble image of the People's Public Security Guard

On the occasion of the 70th anniversary of its founding, the People's Public Security Guard force was honored to receive a congratulatory letter from General Secretary Nguyen Phu Trong.

Attending the ceremony were: Acting President Vo Thi Anh Xuan; General To Lam, Politburo, Minister of Public Security; General Le Hong Anh, former Politburo member, former Standing member of the Secretariat; Party Central Committee Secretary, Chief of the Party Central Committee Office Le Minh Hung; Party Central Committee members, representatives of leaders of ministries, departments, branches, localities, units of the Ministry of Public Security and international guests.

The People's Public Security Guard is a special armed force, assigned the direct task of protecting high-ranking leaders, important agencies of the Party and State; international delegations coming to Vietnam; and especially important events organized by the Party and State. Since its establishment, through two long and arduous resistance wars as well as during the period of renovation, integration and national development, the People's Public Security Guard has continuously grown and matured; generations of Guard officers and soldiers have always affirmed their steadfast and steadfast political will, absolute loyalty to the Party, the Fatherland and the People; overcoming all difficulties and hardships, being resourceful, brave and creative in work and combat, and excellently completing all assigned tasks.

At the ceremony, Major General Tran Hai Quan, Commander of the Guard Command, said that guard work has a new development step, deployed uniformly throughout the country and closely linked to the foreign affairs activities of Party and State leaders globally.

In response to the requirements and tasks of protecting national security and ensuring social order and safety, serving the cause of building and defending the Fatherland, on January 31, 1989, the Council of Ministers (now the Government) issued Decree No. 11-HDBT on amending and supplementing the organizational model of the Ministry of the Interior (now the Ministry of Public Security). According to the Decree, the Guard Command was established. From here, the Guard force entered a new stage, developing in terms of organizational structure, perfecting its functions and tasks, regularizing its forces, and being equipped with weapons, equipment, means, and techniques to undertake the task of ensuring security and safety of guarded objects in the new situation. From 2017 to present, the Guard Command has received attention from Minister of Public Security To Lam, allowing it to arrange forces, vehicles and build headquarters in Hanoi, Da Nang and Ho Chi Minh City with infrastructure, communication systems, many technical equipment, vehicles, weapons, equipment, and modern support tools, especially building a team of officers and soldiers with steadfast political qualities, absolute loyalty, courage, qualifications, and working capacity; ready to absolutely protect the safety of domestic and foreign guard subjects in all situations.

Delegates perform the flag-saluting ceremony

From 2005 to present (18 years), the Guard force has presided over and directly participated in ensuring absolute safety for 31,104 activities of high-ranking Party and State leaders at home and abroad; 2,574 especially important events organized by the Party and State; 1,793 international delegations with guard regimes visiting and working in Vietnam; ensuring absolute safety for the working areas of: the Party Central Committee, the President, the Government, the National Assembly and the regular residences of Party and State leaders...

Notably, ensuring security and safety for national events such as: National Party Congresses, National Assembly sessions, the 1,000th anniversary of Thang Long - Hanoi...; ensuring security and safety for major international conferences such as: Summit of French-speaking countries (CC7 Conference) in 1997, ASEAN Summits in 1998, 2010, 2020, the 5th Asia-Europe Summit (ASEM 5) in 2004, Asia-Pacific Economic Cooperation (APEC) Summit in 2006, 2017, US - North Korea Summit in 2019; absolutely protecting the safety of heads of state of major countries visiting and working in Vietnam.

Along with innovation and improvement of professional work quality, the People's Public Security Guard force actively participated in building and perfecting policies and laws on national security protection, ensuring social order and safety and guard law; advised the Party, State and Ministry of Public Security to issue legal documents as important political and legal basis, such as: Resolution 57/NQ-TW dated November 20, 1958 on the protection of President Ho Chi Minh and senior officials of the Party and State; Regulation 04/QD-TW dated April 28, 1987 of the Secretariat on subjects and protection regimes; Guard Ordinance 2005; Guard Law 2017 and is proposing to build a Law amending and supplementing a number of articles of the Guard Law 2017..., meeting the requirements and tasks of guard work in each revolutionary period.

In international cooperation, the Guard Force strengthens and promotes cooperation with security forces, guards, and special agents of countries around the world, especially countries with which it has traditional relations.

Absolutely safe for the guard, no passivity, surprise, or mistakes

Acting President Vo Thi Anh Xuan presented the title of Hero of the People's Armed Forces to the People's Public Security Guard force.

At the ceremony, on behalf of the Party and State leaders, Acting President Vo Thi Anh Xuan awarded the title of Hero of the People's Armed Forces for the third time to the People's Public Security Guard force.

During the 70-year journey of building, fighting and growing, founded, educated and trained by the Party and Uncle Ho; protected and helped by the people; with the coordination of all levels, sectors and security and guards of friendly countries, the People's Public Security Guard Force has continuously grown and developed in all aspects; always affirmed its steadfast and steadfast political will, absolute loyalty to the Party, the Fatherland and the people; overcome all difficulties and hardships, be resourceful and brave in work and combat, and excellently complete all assigned tasks.

In the coming time, the Acting President said that the world situation will continue to evolve rapidly, very complicatedly and unpredictably. Strategic competition between major countries, parties, armed conflicts, climate change, natural disasters, epidemics, cyber security and other non-traditional security challenges are emerging increasingly fiercely, negatively affecting each country as well as the world. Hostile forces are always looking for ways to sabotage and eliminate the leadership role of the Party and the socialist regime in our country. In addition, due to work requirements, the activities of Party and State leaders are taking place more and more both domestically and abroad; with an increasingly high position and prestige in the international arena and a peaceful and stable environment, Vietnam has many advantages to host major international conferences, welcome foreign delegations to visit and work in Vietnam.

That context is posing increasingly heavier requirements and tasks, requiring the Guard force to continue promoting the tradition of the heroic unit, contributing together with the People's Public Security force to well perform the assigned tasks.

The Guard Force focuses on performing well a number of key tasks. In particular, the Guard Force strictly implements the absolute and direct leadership in all aspects of the Party, headed by General Secretary Nguyen Phu Trong; the centralized and unified management of the State; the leadership and direction of the Central Public Security Party Committee, the Ministry of Public Security and the supervision of the people over the Guard Force. Regularly attach importance to the work of building a truly clean and strong Party; determined to build the Party Committee of the Guard Command "exemplary, leading in Party building and rectification, improving the leadership capacity and fighting strength of the Party organization and Party members". Continue to effectively implement Uncle Ho's Six Teachings to the People's Public Security and Uncle Ho's teachings to the Guard Force.

The Acting President proposed to focus on building a truly clean, strong, disciplined, elite, and modern People's Public Security Guard force that can meet the requirements and tasks in the new situation. Each Guard officer and soldier must regularly cultivate and train their political will and moral qualities, improve their working capacity, and be proficient and sharp in their professional skills; both to ensure absolute safety for the guarded subjects; to preserve and protect the image and prestige of the Party and State leaders; to preserve the prestige, strength, and noble image of Guard officers and soldiers in the hearts of the people and international friends.

At the same time, the People's Public Security Guard Force strengthens coordination with agencies, units, sectors and levels; relies on the people, promotes the combined strength of the political system and the whole society in guard work; expands and improves the quality of international cooperation tasks; researches and applies advanced and modern scientific and technological achievements of the Fourth Industrial Revolution to serve guard work, and is capable of responding to new security issues and new crimes.
