The Spring of At Ty 2025 is a special spring for the Party Committee, government and people of Kinh Mon to enter a new term. The Kinh Mon Town Party Committee was chosen to organize the Congress of the grassroots Party Committee for the 2025-2030 term.
Outstanding achievements
The Resolution of the 25th Town Party Congress was implemented in favorable conditions but also in many difficulties. The Covid-19 pandemic and then the third strongest storm in the past 70 years left behind heavy damage. Under the leadership of the Provincial Party Committee - People's Council - Provincial People's Committee, the Party Committee, the government and the people of the town joined hands and unanimously overcame the difficulties step by step.
On average, over the past 5 years, the average growth rate of total production value has reached 11.3% (target of 11%/year). Total production value in 2024 is estimated at 73,945 billion VND, reaching 102% of the plan, 1.52 times higher than at the beginning of the term. Average income per capita is 102 million VND/person, 1.5 times higher than in 2020.
The economic structure has shifted in the right direction. The proportion of industry, construction and services accounts for 96.92%. The labor structure has shifted in line with the urbanization process. Up to now, the proportion of labor in the industry, construction and service sectors accounts for 78.4% (71.8% in 2020). The town's annual budget revenue has increased compared to the assigned plan. The annual average (excluding land use fees) during the period increased by 63.8% (target 11%).
The overarching task identified by the Resolution of the 25th Kinh Mon Town Party Congress, term 2020-2025, is to build Kinh Mon Town to meet the criteria of a type III urban area before 2025 and strive to become a provincial city before 2030. With high political determination, Kinh Mon Town has mobilized all its forces to carry out urban beautification, land management, and urban construction order management. The Town has gradually restored and improved the green - clean - beautiful urban environment.
From 2020 to now, Kinh Mon has mobilized over 15,000 billion VND to invest in developing, constructing and renovating urban infrastructure. The town has established and approved the Kinh Mon Town Land Use Plan to 2030, Adjusted Kinh Mon Town Master Plan to 2040, and Kinh Mon Urban Development Program to 2040. Established and adjusted Kinh Mon Town Master Plan to 2040 to synchronize with Hai Duong Province Master Plan. These are the runways for Kinh Mon to take off.
After many years of efforts, Kinh Mon town has just been awarded the Second Class Labor Medal by the President; the Minister of Construction recognized it as a Type III urban area. This is the premise for building Kinh Mon into a city before 2030. The cultural and social fields have made progress, the material and spiritual life of the people continues to improve. National defense and security are consolidated and maintained.
After a term with many difficulties and challenges, the achievements are the driving force for the Kinh Mon Town Party Committee to grow stronger and more mature.
The town Party Committee currently has 58 grassroots party organizations (22 commune and ward party committees; 36 party cells and party committees directly under the Town Party Committee) with 8,455 party members. Over the past 5 years, the rate of grassroots party organizations completing their annual tasks well of Kinh Mon Party Committee has reached over 89%, exceeding the set target (target of 80%); over 90% of party members are assessed to have completed their tasks well. The work of admitting party members has met and exceeded the set target. From 2021 to present, Kinh Mon Town Party Committee has been classified as having completed its tasks well.
Aiming for a new goal
Resolution No. 35-NQ/TU dated October 19, 2020 of the Provincial Party Standing Committee on "construction and development of Kinh Mon town in the period of 2021-2030, with a vision to 2045" has identified Kinh Mon town as a growth pole and dynamic economic development in the Northeast region of Hai Duong province. By 2030, Kinh Mon's average income per capita will reach 250 million VND/person/year. Kinh Mon has essential infrastructure, is a smart city, and becomes a city directly under Hai Duong province. From the achievements in the past period, Kinh Mon is confident to continue on the new spring road. Continue to exploit and promote effectively the potential and advantages of natural conditions, geographical location, and technical infrastructure of a type III urban area. Mobilize and effectively use all resources to focus on socio-economic development.
Developing Kinh Mon town on 3 pillars: Prioritizing the development of clean agriculture, organic agriculture, forming concentrated agricultural production areas, aiming at high-quality agriculture; developing industry associated with environmental protection; promoting the value of historical and cultural relics associated with tourism, trade and services.
